The three cities each handle a resale differently: Vineland requires a continued certification of occupancy for every unit before title can pass, Bridgeton requires a certificate of property compliance and prices it on a lead time ladder, and Millville's housing ordinance is built around rental registration. Two of those ordinances, plus Upper Deerfield's, reach the listing agent directly through fines or an agent of the owner clause, so the certificate is the agent's problem as well as the seller's. Where a property is on a private well, Cumberland is one of the counties where state rules add mercury to the well test. Transfer tax in Cumberland County
New Jersey's Realty Transfer Fee is imposed on the seller and runs on two mutually exclusive schedules, which must never be blended. At total consideration of $350,000 or less it is $2.00 per $500 up to $150,000, $3.35 per $500 from $150,000 to $200,000, and $3.90 per $500 from $200,000 to $350,000. Above $350,000 a different schedule applies to the whole amount: $2.90 per $500 up to $150,000, $4.25 per $500 to $200,000, $4.80 per $500 to $550,000, $5.30 per $500 to $850,000, $5.80 per $500 to $1,000,000, and $6.05 per $500 above that. Reduced schedules exist for senior, blind, disabled, and low and moderate income sellers, and a notarized Form RTF-1 must be annexed to the deed to claim one. Consideration over $1,000,000 also triggers the Graduated Percent Fee that replaced the old 1 percent mansion tax on July 10, 2025 under P.L. 2025 c. 69: 1 percent above $1,000,000, 2 percent above $2,000,000, 2.5 percent above $2,500,000, 3 percent above $3,000,000, and 3.5 percent above $3,500,000, charged as a straight percentage of the entire consideration rather than as brackets. Liability for it shifted from the buyer to the seller, and the Division of Taxation is explicit that the operative date is when the deed is submitted for recording, not the closing date. Form RTF-1EE must be annexed to every deed over $1,000,000 and to every commercial transfer. There is no separate Cumberland County transfer tax.

Recording a deed in Cumberland County
The Cumberland County Clerk sits at Cumberland County Court House, 60 West Broad Street, Bridgeton, New Jersey 08302, 856-453-4860. The current recording fee is $40 for the first page of a deed plus a $5 Homeless Trust Fund fee, plus $10 for each additional page. The Clerk's deed guidance also lists $10 for an Affidavit of Consideration and $10 for the New Jersey seller resident or nonresident forms, so budget for the attachments, not just the deed. Mortgages are $30 for the first page, a discharge of mortgage is $40 for the first page, and an assignment of mortgage is $40 for the first page including the marginal notation, each plus $10 per additional page. A notice of settlement is $20 with two parties and $40 with three, and the Homeless Trust Fund fee applies to most of these instruments, though not to an assignment of mortgage. Certified copies are $10 for the first page plus $2 per additional page. The Bridgeton office is open Monday and Wednesday through Friday 8:30 to 4:30 and Tuesday 8:30 to 7:00. The Clerk also runs a satellite office at the Cumberland Mall, 3849 South Delsea Drive, Unit B18, Vineland (856-453-4870), and the Clerk notes a $3.00 convenience fee on credit and debit card payments; confirm by phone before sending a closing package there. Electronic recording is available through Simplifile, ePN, and Corporation Service Company. Land records are searchable online back to 1960, with records from 1987 forward on the County Fusion portal and 1960 to 1987 on ImageSync.

The Clerk lists a cover sheet as required, and its own Recording Data Page carries the instruction that it stays attached to the original document as part of the permanent record. The deed itself must show a prepared by line with the preparer's printed name, grantor and grantee names with complete mailing addresses, the deed date, a statement of consideration, the municipality, tax block and lot, a property description, and the grantor signatures with printed names and a notary acknowledgment. The GIT/REP form is absolute: Form GIT/REP-3 states that if it is not completed in its entirety, or the settlement agent does not submit the original with the deed, the county clerk will not record the deed. Form RTF-1 must accompany any deed claiming a full or partial Realty Transfer Fee exemption, and Form RTF-1EE must be annexed to every deed over $1,000,000 and every commercial transfer.

What actually holds up a closing here
Vineland will not let title pass without a continued certification of occupancy
Vineland City Code section 537-10B, adopted 5-27-2025 by Ordinance 2025-41, bars conveying title to any residential property of 15 units or fewer without a continued certification of occupancy for each unit, covering the property maintenance code, the smoke detector rules in section 372-10, land use, and the rental property chapter. Transfers to an existing owner of record, to grandparents, spouses, children, or grandchildren, or to a trust for those family members are exempt. The application is due at least 10 business days before closing, the Construction Official and Fire Official inspect within 5 days, and section 537-10C bars any inspection on less than three business days' notice. Under section 537-10C the fee is $125 per unit inclusive of the smoke detector inspection, with $50 per unit reinspections; inside 10 days it rises to $200, and $100 for each reinspection. The certificate is valid 90 days and can be extended once by 90 days if the owner certifies in writing that nothing has changed. Two options save files: a contract purchaser can submit a New Jersey licensed home inspection report dated within 60 days of closing, which drops the fee to $60 if no inspection is needed, and a buyer who will renovate can take a certificate of transfer of title ($25, or $50 inside 10 days) by signing an affidavit that the unit is not habitable, which gives 120 days to complete the work, extendable by 120 days and then by a further 30.
Vineland fines the seller's agent $250 for a resale without the smoke certificate
Vineland City Code section 372-10A requires the owner of a one or two family dwelling to obtain a certificate of smoke detector compliance before any sale, lease, or other change of occupancy, and section 372-10I, added 11-22-2011, fines any seller or seller's agent who allows, permits, facilitates, or causes a resale without one the sum of $250. On a standalone smoke certificate the code prices the inspection by lead time: $50 when the completed application arrives at least 10 working days before the change of occupant, $100 inside 10 working days, $175 inside four, and $35 per reinspection, with every fee doubled for a two family dwelling. On a sale, the smoke inspection is folded into the continued certification of occupancy fee under section 537-10C. The Fire Prevention Bureau requires the resale application to be completed in person at Fire Administration, 400 West Plum Street, as soon as a settlement date is set, needs a minimum of four business days to complete the process, and accepts check, cash, or money order.
Bridgeton makes the listing agent the owner's agent, and certified mail is the defense
Bridgeton City Code section 265-32A bars any owner or agent from selling or conveying a dwelling, dwelling unit, or premises other than vacant land without first obtaining a certificate of inspection or certificate of property compliance from the Code Enforcement Officer, and missing it before closing does not erase the obligation afterward. Section 265-32C deems any real estate broker or agent serving the owner to be the owner's agent, and the only affirmative defense it offers is proof that the agent gave the owner notice of the certificate obligation, either by certified mail with a receipt or bearing the owner's signature. Put that notice in every Bridgeton listing file. The fee ladder at section 149-20A, last amended 6-17-2025 by Ordinance 25-10, is $35 when the request arrives more than 10 business days before closing, $70 at four to 10 business days, and $125 at fewer than four, with one reinspection included and $40 for each additional one. Section 149-34A of the same fee chapter still lists a $120 per dwelling unit certificate of property compliance and a $145 continuing certificate under the construction code, so confirm which applies with Code Enforcement at 181 East Commerce Street. If an unoccupied property fails, section 265-32A allows a certificate of inspection in place of the compliance certificate where the conditions are met.
Investor purchases in Bridgeton and Millville carry rental obligations
Bridgeton adopted rent leveling on 12-16-2025 by Ordinance 25-28, codified at City Code Chapter 277, Article V and effective April 1, 2026. It covers rental units citywide, with exemptions including dwellings owner occupied at least six months a year with no more than two rental units, newer multiple dwellings for the shorter of the remaining initial mortgage amortization or 30 years, and buildings completely vacant on and since October 1, 2025 that are registered before the first rental. Annual increases follow a CPI formula, the Rent Leveling Board may not grant increases above 20 percent in any one year, vacancy decontrol applies only if the new rent is reported within 30 days, and landlords must register by March 1 each year, deliver an English and Spanish disclosure statement, and face fines up to $2,000 or up to 90 days imprisonment. Bridgeton rental registration is $45 per unit by March 1 and $75 after, under section 149-20B. Millville City Code Chapter 11, Article VII requires every residential rental unit to be registered before occupancy under section 11-70A, at $100 per unit per year or $125 late under section 11-66A, and section 11-69A requires an inspection annually and with each change in occupancy, with a certificate of continued occupancy issued on a satisfactory inspection. Price these obligations into an investor's numbers before attorney review ends.
Upper Deerfield needs a certificate of inspection on every sale
Upper Deerfield Township Code section 303-6A, in the property maintenance chapter adopted 9-3-1987 by Ordinance 297 and amended in its entirety 12-4-2008 by Ordinance 619, bars any owner or agent from selling, renting, leasing, or letting a dwelling, dwelling unit, commercial office, or industrial or storage building without first obtaining a certificate of inspection from the Housing Officer. Section 303-9 sets the certificate fee at $75 for a single family dwelling and $50 per apartment unit. Like Bridgeton, section 303-6B treats a broker or agent as the owner's agent and lets the agent defend a violation by showing notice to the owner sent by certified mail with a receipt or bearing the seller's signature, and the penalty under section 303-2D is a fine of $100 to $1,000 or up to 90 days in jail. Rental units must also be registered every year by April 30 at $75 per unit, with a $25 per unit late fee, or within 90 days of creating a rental unit, under sections 303-7 and 303-8.
Cumberland wells need mercury, and Vineland wants the results before closing
The Private Well Testing Act rules at N.J.A.C. 7:9E-2.1(a) require every sample statewide to be analyzed for coliform, nitrate, iron, manganese, pH, volatile organic compounds, lead, arsenic, gross alpha, and the newer PFAS and other listed contaminants. What is county specific is subsection (b): samples collected in Cumberland County must also be analyzed for mercury, along with Atlantic, Burlington, Camden, Cape May, Gloucester, Monmouth, Ocean, and Salem, so confirm the lab panel includes it. In Vineland the results also go to the city: section 537-10B(1)(e) requires the owner or contract purchaser of a property served by a private potable well to submit copies of the test results required by N.J.S.A. 58:12A-26 to the Construction Official before closing. Watch the dates on a delayed closing: under N.J.A.C. 7:9E-3.3 results are valid one year from sample collection, except total and fecal coliform, which are valid only six months.
