Realty transfer tax in Gloucester County: Realty Transfer Fee, graduated and paid by the seller
The Realty Transfer Fee is a seller obligation and is graduated, from $2.00 per $500 on the first $150,000 to $6.05 per $500 above $1,000,000, with lower schedules for senior, blind, disabled and low and moderate income sellers. Consideration over $1,000,000 also draws the Graduated Percent Fee, which replaced the 1 percent mansion tax on July 10, 2025 under P.L. 2025 c.69 and shifted liability from the buyer to the seller. The fee is 1 percent to 3.5 percent applied as a straight percentage of the whole consideration rather than in brackets. RTF-1 goes with any deed claiming an exemption and RTF-1EE must be annexed to every deed over $1,000,000 and every commercial transfer.
Recording a deed in Gloucester County
The Gloucester County Clerk, Record Room sits at 1 North Broad Street, Woodbury, New Jersey 08096, 856-853-3259. The current recording fee is $30 for the first page of a deed. Additional recorded pages are $10 each, and there is a $10 charge for either a marginal notation or an abstract. A deed recorded by a municipality is $8. E-recording runs through Erxchange under N.J.A.C. 15:3-9, and the convenience fee that portal counties once charged was suspended effective April 1, 2019. The office is cashless as of July 1, 2026.
The deed needs Realty Transfer Fee payment with the RTF-1 or RTF-1EE where applicable, a GIT/REP seller residency form, the grantee's mailing address, block and lot, acknowledgment and the preparer's printed name, plus the cover sheet that has been required statewide since May 1, 2017. Gloucester will not accept a deed for e-recording if it carries GIT/REP-1, GIT/REP-2 or GIT/REP-4, and re-recorded documents cannot be e-recorded either. Recording at the counter stops at 3:00 pm, with the office open from 8:30 am.
What actually holds up a closing here

N.J.A.C. 11:5-6.2(g) sets three days, excluding Saturdays, Sundays and legal holidays, measured from delivery of the signed contract to the buyer and the seller, which means delivery to both. Absent a timely disapproval the contract becomes legally binding at the end of the period, and a disapproving attorney must notify the brokers and the other party inside the window. Extension requires a written agreement between buyer and seller. The rule applies to licensee prepared contracts for one to four dwelling unit residential property and vacant one family lots. Conley v. Guerrero, 228 N.J. 339 (2017), allows the disapproval notice by fax, e mail, personal delivery or overnight mail with proof of delivery, effective on mailing for overnight, even though the text of the regulation still names certified mail, telegram or personal delivery.
The smoke, carbon monoxide and extinguisher certificate
Under N.J.A.C. 5:70-2.3 and N.J.S.A. 52:27D-198.1 the owner must obtain the Certificate of Smoke Alarm, Carbon Monoxide Alarm and Portable Fire Extinguisher Compliance before any one or two family or attached single family structure is sold or subjected to a change of occupancy, and the local fire enforcing agency issues it. The published fee schedule at N.J.A.C. 5:70-2.9(d) is $45 more than 10 business days ahead, $90 at four to 10 business days and $161 at fewer than four, and a municipality may adopt its own schedule by ordinance based on actual cost. Extinguisher requirements cause most reinspections: within 10 feet of the kitchen, in the path of egress, minimum 2A-10B:C rating, no more than 10 pounds, on the manufacturer's bracket with instructions visible, top no more than five feet above the floor, and serviced and tagged by a certified Division of Fire Safety contractor within the past 12 months. Smoke alarms must be on each level and outside each separate sleeping area, and battery units must be 10 year sealed ANSI/UL 217 models, but an alarm that was AC powered from original construction cannot be downgraded to battery. Applications now go through FIRE SOLUTIONS Online because the state no longer publishes a paper form.
What Gloucester will not let you e-record
Gloucester e-records through Erxchange rather than the njcountyrecording.com consortium used by most neighboring counties, and it publishes two exclusions. A deed accompanied by GIT/REP-1, GIT/REP-2 or GIT/REP-4 cannot be submitted electronically, and a re-recorded document cannot be submitted electronically. Both have to reach the counter before the 3:00 pm recording cutoff. Since July 1, 2026 the office is cashless, so plan payment method along with the delivery method.
