The Recorder checks every document for the tax map number of the property, which the office stresses is not the parcel number. If you do not have it, the Mapping Department provides it at 724-548-3234. Any proposed deed split or combination deed must be submitted to the Mapping Department for review before recording so a new tax map parcel number can be assigned. A completed and signed Certificate of Residence is required. The document date must be on or before the acknowledgment date, the notary seal must be legible and not overlapping, and documents with shaded areas will not be recorded. Multiple documents in one transaction must show the order of recording, and any re-recording cost from a wrong order falls on the submitter. A corrective deed needs a Statement of Value, the reason for the correction, and a recorded copy of the document being corrected.

Apollo holds the lien letter until the dye test and occupancy inspection pass

Apollo Borough ties three items together in its published requirements for selling and buying property. The dye test, which the Borough packet cites to Ordinance 270-16, carries a $40 application fee, and the applicant hires a certified plumber at the applicant's own cost and tells the Borough the day and time so a Borough employee can attend. The occupancy inspection, cited to Ordinance 271-16, costs $90 per unit, is coordinated by the Borough with its inspector, and costs another $90 per unit if a unit fails and has to be rescheduled. The lien request is $30 per unit and covers garbage, sewer, and stormwater maintenance bills plus a check for outstanding citations. The Borough states that the dye test and the occupancy inspection must be passed and paid for before it submits the lien letter for the closing, and, in the Borough's words, that the closing is not permitted to be conducted without the lien letter information. Lien letter requests must arrive at least seven working days before closing and must include a forwarding address for the sellers. Kittanning requires a dye test and a sewage and garbage lien letter, but no occupancy permit for an owner-occupant sale

Kittanning Borough states that dye testing is required on a sale and may carry an additional fee, and that municipal lien letters for sewage and garbage cost $15.00 and are requested from the Municipal Authority at 724-543-2802. A private residence sold to another individual does not need an occupancy permit or inspection, which matches section 275-1 of the Borough code: the occupancy permit applies to a change in occupancy, and owners who will occupy the dwelling themselves or with family are exempt. An investor buyer is treated differently. The Borough requires a yearly landlord licence at $75.00 for the first unit and $10.00 for each additional unit, and a Borough inspection before a unit is rented. The Borough web page gives that inspection fee as $60.00, while the Codes Office fee schedule dated 2022 lists inspections at $45.00 each and an occupancy permit application at $15.00, so confirm the amount with the Borough before quoting it. The fee schedule states that the landlord licence fee is annual, not prorated, and not transferable. A change of use goes through Bureau Veritas, the building inspector, at 724-548-1414.

Ford City requires a roof drain inspection before every sale and a no-lien letter

Under Ford City Borough Ordinance 699, the property owner must pay a certification fee and have all roof drains disconnected from the sanitary sewer, verified by an inspection by the Ford City Borough Municipal Sewage Disposal Authority, before every property sale. The application for the Certificate of Compliance must be filed at least 14 days before the scheduled closing date. The application form, which is an older scan, lists a non-refundable $30 fee and a $30 reinspection fee (confirm both with the Authority), and a failed property must have the illegal connections physically removed and be reinspected before the sale takes place. The Authority is at 724-763-1111, weekdays 8:00 a.m. to 3:00 p.m. Separately, the Borough charges $30 for a no-lien letter covering water, sewage, and garbage, requires the request at least seven working days before closing, and will not issue it without the seller forwarding address. The Borough also asks that the new owner be told an inspection must be obtained through the Borough Office, 724-763-3081.

East Franklin Township requires a Document of Certification on sewered property

East Franklin Township owns and operates the sanitary sewer system serving the Adrian, Cowansville, and Tarrtown areas. The Township states that any person selling or transferring improved and sewered real estate must complete an Application for Document of Certification before the closing or transfer. Payment must accompany the application, the Township schedules an inspection, and any violations on the inspection report must be corrected and reinspected by a Township representative before the Document of Certification is issued. The sewage rate schedule revised January 29, 2026 lists the real estate transfer inspection at $100.00 and a sewage lien letter at $20.00. The flat sewer rate is charged per premise whether occupied or unoccupied, so a vacant listing still accrues the bill. West Kittanning sales need a water service inspection and separate lien letters

A West Kittanning closing takes more than one request. The Borough issues a municipal lien letter for $15.00, requested from the Borough Secretary at 229 Arthur Street, Kittanning, PA 16201. Water liens are handled by the West Kittanning Municipal Authority, 219 Harrison Street, 724-545-6121, which charges $25 for its lien letter and states that a Water Service Inspection is required for properties being sold, at a $100 fee. The Borough directs sewage lien requests to a separate authority at 724-545-9126. Order all three early, because none of the offices publishes a turnaround time.

Investor buyers owe the county an Act 29 contact form within 30 days

Act 29 of 2026 took effect September 18, 2026 and requires the owner of real property that is not owner-occupied to file contact information with the county chief assessor within 30 days of purchase, and to update it within 30 days of a change. Property owned and occupied by an individual as a principal residence is exempt. The Armstrong County Assessment Office publishes the Property Owner Contact Information Form on its documents page. The form asks for the parcel number, the date of purchase and deed reference, and, for a business or LLC owner, an authorized contact with the authority to repair, maintain, or remedy a municipal code violation. The form repeats the statutory penalty: a county may levy a fine of up to $500 against an owner or representative who intentionally or knowingly provides false or incorrect contact information or intentionally or knowingly fails to update it.
