Ambridge is the heaviest lift: four separate certifications from four offices, and the Borough will not write its lien letter until the Fire and Safety Certificate is issued. Hopewell Township went the other way and repealed its pre-sale sewer dye test in 2017. The Recorder of Deeds collects the local transfer tax for every municipality and school district, takes cash or check only, and raised the deed fee on December 1, 2025. Realty transfer tax in Beaver County: 2.0%
Beaver County is uniform: 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district. The Recorder of Deeds states that the local realty transfer tax for all Beaver County municipalities (one half percent) and school districts (one half percent) is paid to the Recorder as their agent, for a total of 1% local, and the 2026 PA DCED tax register shows 0.5% municipal and 0.5% school district for all 54 municipalities, including the Beaver County part of Ellwood City. If an exemption is claimed, the fee schedule requires the PA Statement of Value, form REV-183, and the Statement of Value is counted as a page for the recording fee. The Recorder publishes a common level ratio factor of 1.34 for documents accepted from July 1, 2026 through June 30, 2027.

The Beaver County Recorder of Deeds sits at Beaver County Courthouse, 810 Third Street, Beaver, PA 15009, 724-770-4560. The current recording fee is $91.75 for a deed, effective December 1, 2025. This is the current schedule: it took effect December 1, 2025 and carries the $1 Criminal Justice Enhancement Account increase under Act 45 of 2025. The Recorder's page, services page, FAQ, and fee schedule publish no UPI or parcel certification step and no separate certification fee, and none of those four documents describes routing a deed through the Assessment Office before recording. That is a statement about what is published, so confirm by phone if the file is unusual. What the schedule does require is 1% state and 1% local transfer tax on the deed consideration, or a completed REV-183 Statement of Value if an exemption is claimed, with the Statement of Value counted as a page. Because the Recorder indexes by name and not by parcel number, check grantor and grantee names against the vesting deed before the package goes out. Call 724-770-4560 to confirm the total before cutting the check, since overages are kept.

What actually holds up a closing here
Ambridge requires four certifications, and the lien letter waits on the Fire and Safety Certificate
Ambridge Borough requires four separate certifications on every transfer, each requested on its own letterhead with its own check and a self-addressed stamped envelope. The Ambridge Water Authority (724-266-4847) certifies water, sewerage, and refuse liens for $25.00. The Borough of Ambridge Municipal Authority (724-266-7810) performs the dye test for $50.00. The Tax Collector (724-266-3702) certifies taxes for $50.00 per parcel. The Borough Administration Office (724-266-4070) issues the lien letter for $75.00 and the Fire and Safety Certificate for $100.00. Ordinance No. 1297, adopted May 2018, requires a Fire and Safety Certificate on every transfer of a residential, commercial, or industrial structure after July 1, 2018. The current owner, not the buyer, applies, the certificate is issued in the name of the new owner, and it must be issued before the lien letter is written or the closing can take place. The residential fee is $100.00 per unit for one to four units, with a $50 re-inspection fee after two visits. The Borough says the process may take up to 3 weeks and that lien letters are valid for 30 days, so order at contract and time the lien letter to the closing date.
Ambridge will not allow a sale without a sewer Document of Certification
The Borough of Ambridge Municipal Authority requires a certification of sanitary sewer status prior to any sale of real estate. Its application, issued under Resolution No. 4-2005 and Resolution No. 10-2006, states that no property within the Borough of Ambridge shall be sold or conveyed without first obtaining a Document of Certification or Temporary Document of Certification from the Authority. The application fee is $50.00 and the Authority inspects downspout connections and performs the dye test. The applicant pays the plumber for any remedial work. Where the house lacks the sewer trap and inspection stack the Authority now requires, locating the lateral with electronic equipment is billed to the applicant on a cost plus basis and must be paid before the Document of Certification is issued. Hopewell Township repealed its pre-sale dye test in 2017
Hopewell Township no longer requires a dye test certification before the sale of real estate. The Board of Commissioners adopted a resolution on April 10, 2017, which the Township Sewer Department cites as Resolution 2017-12, repealing Ordinance 2010-6 and Resolution 2010-29, the October 11, 2010 measures that had required a smoke and dye test and a certification of sanitary sewer status before any sale of property served by public sewers. The repeal covers the pre-sale certification only. The Township's rules prohibiting illegal connections or discharges into the sanitary sewer system remain in force. Older checklists that still list a Hopewell dye test are out of date. The Sewer Department is at 1700 Clark Boulevard, Aliquippa, 724-512-0156. Do not confuse this township with Hopewell Township in Mercer County, New Jersey, whose Letter of Review forms rank high in search results.
Beaver Falls posts rental registration, vacant property, and dye test forms on one Code Enforcement page
The City of Beaver Falls posts its Rental Registration application, its Vacant Property Registration form, and a Dye Test for Property Sale application together on the Code Enforcement and Rental Registration page. The department is at 715 Fifteenth Street, Beaver Falls, PA 15010, open 8:00 to 4:00, Monday through Friday, at 724-847-2800, extension 224. The page itself states no fees, deadlines, or ordinance numbers, and the forms are scanned images, so read the current forms and call Code Enforcement at contract to confirm the dye test steps and fee for a sale and the registration deadline and fee for an investor buyer.
Beaver Borough and New Brighton license rentals every year, including vacant units in New Brighton
Beaver Borough's Ordinance No. 835, approved July 10, 2018 and effective January 1, 2019, requires registration of all non-owner occupied dwelling units rented to non-family occupants by February 15 each year. The Borough's posted fee is $80 per unit for 1 to 12 units, units are inspected once every two years, and late payment fees run from $50 to $200 per property owner. After a 30 day notice, failure to register carries a fine of not less than $300 per unit for each month. The Borough office is at 469 Third Street, 724-773-6700. New Brighton's Ordinance No. 1176, adopted in December 2003, goes further: section 308 bars renting a dwelling unit without an annual occupancy license, and an annual license is also required for every vacant dwelling unit, because the ordinance classifies vacant units as regulated rental units. New Brighton inspects each unit at least once every three years and sets the fee by Council resolution. An investor buying in either borough should budget the license and put the registration date on the post-closing checklist. New Brighton Building and Zoning is at 724-847-5130.
Non-owner-occupant buyers owe the Assessment Office an Act 29 contact form within 30 days
The Beaver County Assessment Office publishes a PA Act 29 of 2026 Form. Act 29, signed July 20, 2026 and effective September 18, 2026, adds Chapter 25 to Title 68. It does not apply to owner-occupant real property, meaning property an individual owns and occupies as a principal residence and domicile. For any other property, the owner must submit contact information to the chief assessor within 30 days of purchase and keep it current. The county form asks for the tax parcel number, owner, contact name, contact address, telephone, and email, and is remitted to the Assessment Office at the Courthouse, 810 Third Street, Beaver. Under the statute a county may levy a fine of up to $500 only where an owner or the owner's representative intentionally or knowingly provides false or incorrect contact information or intentionally or knowingly fails to update it. The county form words the warning more loosely. Hand the form to every investor, LLC, and second-home buyer at closing. The same office sells assessment certifications and tax claim certifications at $5.00 per parcel under its price list effective April 1, 2024. The Assessment Office is at 724-770-4480.
