Bradford is a parcel county. The Recorder requires the parcel identification number and certification by the Assessment Office (570-265-1714) before a deed is recorded, and the certification fee is already included in the deed recording fee. Sayre Borough landlord registration within 30 days of transfer

Chapter 101 of the Sayre Borough Code (Ordinance 858, adopted July 17, 2008) requires every owner who offers habitation for compensation to register, and section 101-4 says that whenever ownership of a rental property changes, the new owner shall register the property within 30 days of the property transfer date. Registration renews each year between September 1 and October 1, and the owner must report the name, address, and residency dates of every tenant aged 18 or older. Under section 101-5 an owner who is not a full-time borough resident or who lives more than 60 miles away must designate a manager within 60 miles. Section 101-7 sets fines of $50 to $500 plus costs, and treats each day of nonreporting as a separate offense. Tell an investor buyer about the 30-day clock at contract so the registration goes in right after settlement.

Towanda Borough rental operating license on transfer of title

Chapter 221 of the Towanda Borough Code (Ordinance 1-2008, most recently amended by Ordinance 2022-2 on November 7, 2022) bars a landlord from leasing any rental dwelling unit without a current rental operating license. Section 221-5B(2) requires an application for a rental operating license to be submitted upon any transfer of title, with fees set by Council resolution. The initial license is valid for three years and renews every three years. An inspection through the Borough Code Enforcement Office is also required whenever tenants change, unless a satisfactory inspection was completed within the previous six months, and the unit must pass before a new tenant moves in. Violations carry a fine of up to $1,000. A buyer taking a Towanda rental with tenants in place should file the application at closing rather than wait for the next vacancy.

Clean and Green needs 30 days notice before the conveyance

The Bradford County Assessment Office requires a 30-day notice of conveyance for any proposed transfer, split, or separation of land enrolled in Clean and Green, and the county form states that the current landowner must provide it to the County Assessor 30 days prior. The county also requires a notarized application for every Clean and Green transaction, including transfers. The recording fee for the Clean and Green document is $23.50, payable to the Register and Recorder, and a new enrollment carries a separate non-refundable $50.00 application fee payable to Bradford County, on its own check. The application may be submitted with the conveyance if the checks are included. Ask about Clean and Green enrollment at listing on any acreage, because the 30-day notice has to be sent well before settlement.

On-lot septic goes through the Bradford County Sanitation Committee

Athens Township states that the Bradford County Sanitation Committee handles all on-lot septic systems in the township, and Wysox Township directs owners to the same committee for on-lot septic permits and other septic system issues. The committee office is at 24727 Route 6, Suite 1, Towanda, PA 18848, phone 570-265-9811, open weekdays 8:00 to 4:00 per Athens Township. In Wysox, public water and sewer hookups are a separate call to the Wysox Township Municipal Authority at 570-265-2696.
