The City of Butler and Butler Township both make it unlawful to close a taxable sale of a property on the former Butler Area Sewer Authority system, or a purchase-money or permit-driven mortgage on one, without a sewer document of certification, the Western Butler County Authority requires a no-lien letter request 14 days ahead and may smoke or dye test on every sale in Zelienople, Harmony, Jackson Township, and Lancaster Township, and Buffalo Township has its own smoke and dye rule. The 2026 PA DCED tax register shows a 1 percent local realty transfer tax in all 57 Butler County municipalities, which with the state tax means 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district. Four municipalities split the local half differently without changing the total: the register lists Bruin Borough, Cherry Valley Borough, Donegal Township, and West Sunbury Borough at 0 percent municipal and 1 percent school district. Cranberry Township states on its own tax page that its real estate transfer tax rate is 0.5 percent, and Zelienople Borough's section 246-12 imposes 1 percent that automatically drops to 0.5 percent when another political subdivision taxes the same transfer. A REV-183 Statement of Value is needed whenever the full consideration is not stated in the deed or the transfer is exempt or below market, and the computed value uses the Butler County common level ratio factor, which the Recorder publishes as 16.67 for July 1, 2026 through June 30, 2027.

Butler County's Mapping Department states that properties are transferred by property description, not by parcel number, and that a recorded deed without an accurate legal description is carried as reference only in the assessment records until it is corrected, so check the legal description against the prior deed before submitting. The Recorder's fee pages state that an article of agreement or installment land contract must have a Certificate of Residence. On any deed that needs a Statement of Value, use the current Butler County common level ratio factor, 16.67 for July 1, 2026 through June 30, 2027, because the factor resets every July 1. The Recorder's pages on the county site do not describe a parcel number certification step, a cover sheet, or e-recording vendors, so confirm those points with the office at 724-284-5340 before a first submission.

Butler City and Butler Township require a sewer document of certification on taxable sales and purchase or permit-related mortgages

Both municipalities make it unlawful to sell or transfer real estate connected to the Butler Area Sewer Authority system, when the transfer is subject to realty transfer tax, without first delivering to the buyer a document of certification stating that inspection and testing found no illegal stormwater or surface water connections. The same rule applies to a mortgage or refinance taken to acquire title or to fund work that needs a building permit, with the certification delivered to the lender. The City's rule is Chapter 217, beginning at section 217-12, adopted December 23, 2003 by Ordinance 1545, and the Township's is Chapter 224, Article V, sections 224-29 through 224-42, adopted June 28, 2004 by Ordinance 806. In both, the person selling, transferring, mortgaging, or refinancing is the applicant, the application and a fee set by resolution must go in at least 14 days before the transaction, and the televising, dye, or smoke test is scheduled within 14 days of the application. A valid certification issued for the same tax parcel within five years of the application means no retest. If an illegal connection is found, no certification issues until it is removed and reinspected, although an escrow agreement can be used to assure the work, and corrections are due within 60 days of notice, weather permitting. The fine is not less than $100, and each day is a separate violation. Both ordinances still name the Butler Area Sewer Authority as the body that takes the application, tests, and issues the certification, and Pennsylvania American Water completed its purchase of that system on October 29, 2024. Neither code has been amended to name a successor, so confirm with the municipality and Pennsylvania American Water who issues the certification and what the fee is on a current file. The same system also serves parts of East Butler and of Center, Connoquenessing, Summit, and Oakland Townships.

Western Butler County Authority: no-lien letter plus smoke and dye testing, 14 days ahead

Section 803 of the Western Butler County Authority Rules and Regulations, in the June 2026 revision, applies whenever an owner sells, transfers, assigns, mortgages, or refinances real estate in its service area of Zelienople Borough, Harmony Borough, Jackson Township, and Lancaster Township. The owner must request a no-lien letter from the Authority, and the Authority may perform a smoke or dye test and an inspection of the building and lateral sewer. Any defect found must be corrected before the sale or before the refinancing is finalized, and the Authority issues a Document of Certification once testing confirms there are no illegal connections. The owner must notify the Authority 14 days in advance of the date the letter and inspection are needed. When weather prevents the inspection or the repair, the owner posts $500.00 in security, and where the remedial work would create a hardship the owner can apply for a Temporary Document of Certification if security is posted and the buyer or lender signs an agreement taking responsibility for cost overruns. The cost of the letter and inspection is set by the Authority.

Buffalo Township smoke and dye testing, good for three years

Buffalo Township Ordinance 125, as restated by Amendment No. 1 dated September 8, 2021, makes it unlawful to sell or transfer real estate connected to the Municipal Authority of Buffalo Township sewer system, when the transfer is subject to realty transfer tax, without first delivering a document of certification to the buyer. The same applies to a mortgage or refinance used to acquire title or to fund work that needs a building permit. A property with a Document of Certification issued within the last three years does not need a new one. Otherwise the applicant files the Authority's form and pays its fees at least ten days before the transfer, then hires a tester from the Authority's list for a dye, smoke, or air test and pays that company directly before the test. If an illegal connection or a malfunctioning drainage system is found, nothing issues until it is repaired and retested. The Authority is at 724-295-2703.

Municipal no-lien letters: Cranberry, Butler Township, and Center Township each have their own

There is no county-level lien letter, so each municipality is ordered separately and they do not cover water and sewer in the same way. Cranberry Township runs its own sewer and water system and issues a lien letter through its online application certifying that no municipal claims such as water, sewage, or other municipal debts stand against the property; Fee Resolution 2025-79, enacted December 11, 2025, sets a municipal no-lien letter at $30.00 plus a $10.00 technology fee per application where applicable, and a tax certification from the tax collector at $40.00. Customer Service is at 724-776-4806. Butler Township charges $20.00 per parcel, wants the owner name, property address, and map and parcel numbers by mail with a self-addressed stamped envelope to 290 South Duffy Road, and asks for five days to process. Center Township's 2026 fee schedule, Resolution 2026-01-04, sets its lien letter at $30.00, with the request form mailed in with a postage paid envelope. Butler Township and Center Township both send water and sewer questions to Pennsylvania American Water, which Center lists at 800-565-7292, so the utility payoff is a separate order in those two townships.

Investor purchases: City of Butler rental occupancy reports and Slippery Rock rental licences

The City of Butler replaced its rental chapter on August 22, 2024 with Ordinance 1824, now Chapter 212. Under section 212-1 owners, lessors, and rental agents must give the City Treasurer the names and addresses of all current lessees and occupants, update the list by January 31 each year, and report changes within 30 days. Under section 212-6 no unit may be occupied by anyone other than the owner unless, within 10 days of the tenant taking residency, a rental occupancy report, a property condition form, and proof that the tenant was informed of tenant rights are filed, and section 212-8 sets a $600 fine with each day a separate offense. In Slippery Rock Borough, Chapter 221, section 221-6, requires a current operating licence from the Code Enforcement Officer for every rental unit, issued in the operator's name after the application is complete and the unit has been inspected, with a term of two years and a fee set by Council resolution. A buyer taking over tenants in either place should budget time for those filings right after settlement.
