The total is 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district. The Recorder's fee schedule states that a state tax of 1% and a local tax of 1% of the consideration is due upon recording, and that every deed must set forth a true consideration or be accompanied by a Pennsylvania Statement of Value (form REV-183). The City of Johnstown has no higher city rate: section 888.04 of its code imposes 1% and reduces it to one half where another political subdivision taxes the same transfer, and Ebensburg Borough's section 17-104 reads the same way. The 2026 DCED tax register shows 0.5% municipal and 0.5% school district for every Cambria municipality except Geistown Borough, which appears at doubled figures because it has two school district rows, Greater Johnstown and Richland. Recording a deed in Cambria County

The Cambria County Recorder of Deeds sits at Cambria County Courthouse, 200 South Center Street, Ebensburg, PA 15931, 814-472-1473. The current recording fee is $107.75 for a deed, effective December 1, 2025. This is the current schedule, and it reflects the additional $1.00 the Recorder added to deeds, mortgages, and most other land documents on December 1, 2025. The deed fee includes four pages, four names, the $15.00 demolition fund fee charged under Act 152 of 2016, and one UPI charge. Additional pages are $2.00 each, additional names are $0.50 each, and each additional UPI number is $20.00. A mortgage is also $107.75. Under County Ordinance No. 4 of 2016, in force since August 1, 2016, deeds, mortgages, easements, rights of way, leases, and a list of other instruments must have UPI approval from the Cambria County Tax Assessment Office before they can be recorded, and the UPI number must appear at the top left corner of the document as well as in the description. The Recorder's page states that since October 12, 2022 UPI approval is not available from 1:00 to 2:00 p.m., so the Recorder urges preparers to get documents approved in advance by emailing them to upicambria@co.cambria.pa.us. Mailed documents are forwarded to Tax Assessment for approval first. Every deed must state a true consideration or come with a Statement of Value.

Johnstown sewer lateral certificate of compliance at sale

Section 1042.07 of the Johnstown code makes any sale, transfer, or pledge of improved and sewered property a trigger for lateral pressure testing and a certificate of compliance, and a refinance without a conveyance is excluded. As the code is written, the Ordinance Compliance Officer, a representative appointed by the City Manager, issues the certificate within ten days of a complete application that shows no storm water connections. The Greater Johnstown Water Authority now bills sewer service and enforces lateral pressure testing, so confirm at intake with the Authority or City Code Enforcement at 814-539-2504 which office is taking the application. Certificates issued after December 31, 2022 are valid for five years on a residential property and ten years on a commercial property, and certificates issued earlier after a pressure test remain valid until December 31, 2033. A certificate that followed televised testing is never sufficient for a sale. Where repairs cannot be finished before closing, a temporary certificate runs 180 days and requires an executed contract with a qualified contractor and cash security equal to 110% of the contract price, or $1,000 where weather prevents testing. If the money is escrowed at closing, proof of the funded escrow is due within two business days after closing. Violations carry a penalty of up to $600 each. Separately, the Greater Johnstown Water Authority charges $50.00 for its account information request used for no lien letters and asks for it 5 to 7 business days before closing. Richland Township and Geistown: Highland authority pressure test, good for fifteen years

The Highland Sewer and Water Authority provides sanitary sewer service in Geistown Borough and Richland Township, and Article 13 of its rules requires improved property on its system to pass an air or water pressure test before a sale or transfer. Section 1302-F exempts a transfer if the owner can document a passing test within the previous fifteen years with no alterations to the buried piping since. The Authority must witness the test and needs at least 24 hours notice, and the inspector signs the Certification of Testing Form on a pass. Section 1302-K allows a hardship extension of up to sixty days from closing, at the Authority's sole discretion, on a signed Time Extension Agreement, a bona fide contractor contract, and proof that the repair funds are escrowed. A refinance without a conveyance, a transfer into an ordinary grantor trust, a transfer between spouses under a marriage settlement agreement or court ordered equitable distribution, a sheriff's sale to the mortgage holder or lien creditor, and a deed in lieu of foreclosure are not treated as transfers under section 1304-A. Violations are a summary offense with fines up to $300 per day, and the Authority can shut off water or sewer service. Highland is at 814-266-3146.

Upper Yoder Township: apply 21 days out, and a prior certificate does not carry through a sale

Upper Yoder Township Ordinance No. 265, in effect since January 1, 2009, ties sanitary sewer certification and municipal lien letters to any sale, transfer, assignment, or mortgage of property on the Upper Yoder Township Authority system. The Authority's rules, effective October 16, 2023, require the application for a Certificate of Compliance for Sanitary Sewer Pressure Testing at least 21 days before closing, and the Authority issues the certificate within ten days of a clean application. The inspection fee printed on the application is $75, and testing must be scheduled at least 72 hours ahead. A certificate is valid for fifteen years unless the building is sold, transferred, or refinanced, so an existing certificate does not exempt a sale the way it does on the Highland system. A hardship extension of up to sixty days from closing requires a Time Extension Agreement, a contractor contract, proof that 110% of the repair cost is escrowed, and the sales agreement showing who is responsible. Two lien letters are involved at $10.00 each, one from the Authority confirming the certificate and one from the Township for municipal charges. The sewer office is at 814-255-5243, extension 222.

Westmont Borough dye test certificate, valid one year, gates the lien letter

Westmont Borough Code Chapter 172, Article VI, adopted May 13, 2008 by Ordinance No. 799, makes it unlawful under section 172-68 to sell or transfer improved and sewered property without obtaining a certificate of compliance or temporary certificate and delivering it to the buyer at or before closing. Section 172-69 puts the duty on the seller or the seller's agent: the application is due at least 21 days before closing with a $10 fee, and the seller must have a dye test performed by a contractor approved in advance by the Ordinance Compliance Officer. A temporary certificate under section 172-71 is effective for 60 days. Section 172-72 requires a valid certificate or temporary certificate to accompany any request for a municipal lien letter or tax verification letter, which the Borough then issues within seven days. Under section 172-73 the certificate is valid for only one year, so a test from a failed listing two summers ago does not carry over.

Ebensburg Borough certificate of sewage compliance and landlord report

Ebensburg Borough Ordinance No. 631, adopted July 25, 2016, requires any person selling or transferring real estate in the Borough to apply for a Certificate of Sewage Compliance at least seven days before the sale. A plumber performs an air pressure test and must notify the Authority at least 72 hours beforehand. The certificate expires five years after issuance. A temporary certificate is available where weather prevents testing, on $2,000.00 security, or where remedial work is under contract, on security in the amount of that contract. Violations carry a $600.00 fine. Cambria Township applies a parallel ordinance to its properties on the Ebensburg sewer system. For investors, section 9-104 of the Borough code requires anyone who acquires a rental property to file a landlord report within 30 days, and section 9-105 requires written notice within 10 days of a change in occupancy. Johnstown rentals: 30 days to re-register, and a seller certification on every sale

Chapter 1484 of the Johnstown code requires every residential rental unit to be registered with the City, with the registration form due no later than December 1 under section 1484.05, and section 1484.06 charges no fee for registering a rental property. Under section 1484.03 a buyer holds the prior owner's registration and license for thirty days after the deed is recorded and must then file an updated registration form, and section 1484.05(f) requires a change of ownership to be reported within thirty days of the title transfer. Renting a unit without a license exposes the owner to a $1,000 penalty per unit. The City's code enforcement page lists inspection fees of $50.00 for a single-family dwelling and $150.00 for a duplex or multi-family dwelling. On the seller side, section 1442.05 adopts the Act of July 27, 1955 (P.L. 288, No. 104), which makes it unlawful to sell covered property without first delivering to the purchaser a certification of the zoning district classification and a certification disclosing any notice of an uncorrected housing, building, safety, or fire code violation, and which requires matching statements in the agreement of sale.
