Deed and mortgage fees carry the county demolition fund increase

Cameron County charges $84.75 to record a deed and $84.75 to record a mortgage under the schedule effective December 1, 2025. The schedule itself explains part of the difference: the 2017 fee increase for deeds and mortgages benefits the Cameron County Demolition Fund, to be used for the removal of blighted properties within the county. A financed purchase therefore carries $169.50 in base recording fees for the deed and mortgage before any extra pages, names, or parcels, at $2.00 per page over four and $0.50 per name over four or parcel over one. Emporium Borough's posted code makes new landlords report within 30 days

Emporium Borough Code Chapter 11, Part 1, Tenant Registration Reports, as posted under Borough Ordinances on the Borough's website, requires any person who becomes a landlord of real estate in the Borough by agreement of sale, by deed, or by any other means to report to the Borough Manager within 30 days, on the Borough's form, the dwelling and business units owned, their addresses and descriptions, whether they are occupied, and the tenants' names (sections 103 and 104). Under section 105 any later change in use or occupancy, including a unit becoming vacant, has to be reported within 10 days after the landlord knows of it. Section 107 sets a fine of up to $600.00 plus costs. The Borough also posts a combined Emporium Borough and Shippen Township Land Owner Registration Form that asks, unit by unit, whether the garbage or sewage bill will be in the owner's name, and a matching tenant registration form. The posted chapter dates from a 1993 codification, so confirm with the Borough office, 814-486-0768, that the report is still collected in this form, and put both forms on the post-closing checklist for any investor purchase in Emporium or Shippen Township.

Unpaid Emporium sewer charges are a lien on the property

Emporium Borough Code Chapter 18, section 206, as posted on the Borough's website, provides that sewer rentals and charges are a lien on the improved property connected to and served by the sewer system, and that delinquent charges are filed as a lien in the office of the Prothonotary of Cameron County and collected as municipal claims. Ask the Borough office, 814-486-0768, who bills the account today, request a final reading and a written payoff of the sewer and garbage account before closing, and have title check the Prothonotary's municipal lien docket, because an unpaid balance follows the property rather than the seller.

Any lot split goes through the county Planning Commission

The Cameron County Planning Commission oversees subdivision and land development under the Cameron County Subdivision and Land Development Ordinance 95-1, and the county states that the ordinance applies to all Cameron County municipalities. Applications must be prepared by a Professional Land Surveyor and submitted to the county Planning Director, and they are reviewed by the Planning Commission, the county Zoning Office, the Conservation District, and the governing body of the municipality. The Commission meets the second Monday of each month at 9:00 a.m. as needed, so a split that misses one meeting can wait a month. The same page notes that the Cameron County Zoning Ordinance does not apply to Emporium Borough, which has its own zoning ordinance. On a sale with a new description or a carved-off lot, get the surveyor engaged before the agreement sets a closing date.

Delinquent taxes and Clean and Green run through one small office

The Cameron County Tax Claim Bureau and the Assessment Office share a phone, 814-486-0723, and the same staff at the courthouse, 20 East Fifth Street, open 8:30 to 4:00 through the lunch hour. Delinquent taxes can be paid there by cash, check, or money order, or online through the county's PayLocalGov page using the control number from the tax bill. The Bureau holds its upset sale in September each year, and a property sold at upset sale is sold subject to all liens, mortgages, and judgments, so a file opened in late summer on a delinquent parcel needs the payoff confirmed before that date. For land in preferential assessment, the Recorder lists $52.00 for a Clean and Green filing.

Act 29 contact form for buyers who will not live in the property

Pennsylvania Act 29 of 2026 (HB 858, approved July 20, 2026, adding 68 Pa.C.S. Chapter 25) took effect September 18, 2026 and requires each county chief assessor to keep a contact information list for real property that is not owned and occupied by an individual as a principal residence and domicile. A purchaser of covered property must give the county assessment office the owner name, address, telephone number, and email address within 30 days of purchase, a business or limited liability company must also name a person with the authority and ability to remedy a property maintenance problem or municipal code violation, and later changes must be reported within 30 days. The Act authorizes a county fine of up to $500 for intentionally or knowingly giving false information or failing to update it. Counties are rolling out their own forms at different speeds, so on any Cameron County purchase where the buyer will not occupy the property as a principal residence, ask the Assessment Office for its current form and where to send it.
