Clearfield County runs every deed through a second office before the Recorder will touch it: the Assessment Office's UPI coordinator has to approve the deed and stamp it, at $10 per parcel, and that includes deeds you plan to e-record. The 2026 state tax register lists 49 municipalities here, one city, 19 boroughs, and 29 townships, and the map changed on January 5, 2026, when Sandy Township consolidated into the City of DuBois. That matters on a file because the consolidation agreement keeps each former municipality's ordinances in force inside its old boundaries until the new council amends them. Realty transfer tax in Clearfield County: 2.0%

The standard Clearfield County split is 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district, and the 2026 DCED tax register shows that 0.5% and 0.5% split for 47 of the county's 49 municipalities, including the City of DuBois, Clearfield Borough, Lawrence Township, and Curwensville. The codified ordinances in DuBois (City Code section 403-1), Clearfield Borough (section 458-11), and Lawrence Township (section 111-27) each state a 1% rate on their face, and the register reports the municipal share actually levied alongside the school district as 0.5%. Two small boroughs are listed differently. For Coalport the register shows no borough share and the full 1% local tax under the Glendale School District, so the total is still 2.0%. For Newburg Borough the register shows no borough share and only a 0.5% Purchase Line School District share, which makes the total 1.5% per DCED. Every deed must be presented to the UPI office in the Assessment Office for the UPI stamp before it is recorded, at $10 per parcel, under County Ordinance No. 1 of 2009, which bars the Recorder from accepting any document that lacks the Uniform Parcel Identifier. Deeds headed for Simplifile must first be emailed or faxed to the UPI coordinator for pre-approval, with no exceptions. Beyond the stamp, all deeds need a signed certificate of address for the grantee and must name the municipality and county, the acknowledgment cannot predate the document, and a Statement of Value must be filed, signed, and dated when one is required. The Recorder treats an acknowledgment as defective if it is missing the county, state, date, the persons appearing, or the notary's signature, seal, or expiration date.

UPI pre-approval comes before recording, even on e-recorded deeds

The county's written process, updated November 17, 2025, has you email or fax a copy of the deed to the UPI coordinator in the Assessment Office, who replies with the UPI number, the fee, and any errors to correct. All deeds going through Simplifile must be pre-approved this way first, with no exceptions. Walk-in review is available, but the county warns that busy periods or complicated descriptions can mean a 24-hour turnaround with no guarantee of same-day review. The UPI fee is $10.00 per parcel, cash or check only, payable to the Clearfield County Assessment Office, and it needs a separate check from the Recorder's fees. Once a mailed or walk-in deed is stamped and the fee collected, the UPI office delivers it to the Register and Recorder for recording. A mailed deed must include the printed pre-approval, a cover letter listing the contents in order, instructions, contact information, and a self-addressed stamped envelope, and a deed mailed without pre-approval is returned. DuBois requires a seller certificate before the agreement of sale

DuBois City Code Chapter 317, Property, Sale of, adopted December 30, 1974 by Ordinance No. 1212 and amended in its entirety on July 24, 1995 by Ordinance No. 1544, requires the owner to obtain a certificate from the Codes Enforcement Officer before entering into an agreement of sale, or before the transfer where no agreement is used. The chapter defines property as residential buildings, from single-family and two-family dwellings through multifamily buildings, boardinghouses, dormitories, and hotels. Under section 317-4 the owner applies and pays a base fee set by Council resolution, and the officer reviews City records and inspects the premises before issuing a certificate that covers the zoning district, variances and use permits, open permits, nonconformities, code violations, and municipal claims. Single-family and two-family dwellings get a shorter certificate, because section 317-3A leaves out the zoning district statement, the variance and use permit statement, and the nonconformity statement for them. No certificate is needed where a valid demolition permit is in hand or on foreclosure, tax, and other judicial sales. Section 317-3B states that a certificate is valid for up to two years. Section 317-5 requires every agreement of sale to state the zoning district classification, whether the present use complies, and whether any notice of an uncorrected code violation exists. Section 317-7 makes it unlawful to sell without first delivering the certificate to the buyer, who signs a receipt that the owner returns to the Codes Enforcement Officer. Section 317-10 sets a fine of up to $1,000 for violating section 317-5 or 317-6, and also provides that a sale is not invalidated solely because someone failed to comply with the chapter. Under section 9(a) of the consolidation agreement this chapter continues to apply inside the pre-2026 city limits until Council amends or repeals it, so check which side of the old DuBois and Sandy Township line the property is on. Clearfield Borough rental licenses do not transfer to the buyer

Clearfield Borough Code Chapter 403, Article II, adopted September 16, 2010 by Ordinance No. 1311, requires a residential rental license for each residential rental building, renewed every three years. Section 403-12 states that a residential rental license shall not be transferred, and that failure to seek a license for each residential rental building within 60 days of the date of sale or transfer of ownership results in revocation of the existing license. Under section 403-6 an owner who lives more than 25 miles from the Borough limits must give the Code Enforcement Officer the name, mailing address, and telephone number of a manager, and a post office box is not acceptable for the manager's address. Fees and penalties follow a schedule set by Council resolution rather than amounts written into the code. Separately, Article I of the same chapter, the Real Estate Registry, makes it the duty of every purchaser to register within one month after acquiring title to real estate in the Borough. Curwensville charges a rental registration transfer fee at closing

Curwensville Ordinance No. 487, adopted October 14, 2019, requires every residential rental property and unit to be registered with the Borough, at an annual fee of $25.00 per unit. Under Section 7 a registration is not transferable unless the new operator gives the Code Official written notice within 10 days after the transfer, naming the person taking over ownership or control. The fee for transferring a registration is $25 per unit, payable at the sale or transfer of title, and an additional $50 per unit is due if that fee is not paid at the sale. Section 8 also allows the Code Enforcement Official to inspect a unit prior to its sale and upon a change in ownership, and re-inspections are $75 per unit. An owner who is not a full-time resident of Clearfield County must designate a responsible agent who lives in the county, and Section 6 sets a $300 per building fine for failure to register. Put the transfer fee on the settlement statement for any Curwensville rental. Code Enforcement is at 814-622-7101 and the Borough office is at 814-236-1840.

Treasure Lake resales need the association resale certificate

Treasure Lake is a gated community in the former Sandy Township, now part of the City of DuBois, run by the Treasure Lake Property Owners Association. Under 68 Pa.C.S. section 5407, a unit owner reselling in a planned community must furnish the buyer, before the contract for sale is executed or otherwise before conveyance, a copy of the declaration, the bylaws, the rules or regulations of the association, and a certificate from the association, and section 5102(b) applies section 5407 to planned communities created before the Act took effect. The association must furnish the certificate within ten days after a request by the unit owner. The purchase contract is voidable by the buyer until the certificate has been provided and for five days after that, or until conveyance, whichever comes first, and a buyer is not liable for any unpaid assessment or fee greater than the amount set forth in the certificate. Act 29 owner contact form for non-owner-occupied purchases

The Clearfield County Assessment Office publishes a Property Owner Contact Information Form under Act 29 of 2026, which added Chapter 25 to Title 68. Property owned and occupied by an individual as a principal residence is exempt. For any other covered property, the required contact information must be submitted to the chief assessor within 30 days of purchase, and updates are due within 30 days of a change. A business or LLC owner must also name an individual with the authority to repair or remedy a code violation at the property. The form states that a county may levy a fine of up to $500 against an owner or representative who intentionally or knowingly provides false or incorrect contact information or intentionally or knowingly fails to update it. County tax certifications are $10, and Clean and Green needs 30 days notice

The Assessment and Tax Claim page states that all tax certifications cost $10, effective January 1, 2023. The Tax Claim Bureau, on the first floor of the Courthouse Annex, collects delinquent real estate taxes and is at 814-765-2641, extension 5006, and Assessment is at extension 5005. Both offices are open Monday through Friday, 8:30 to 4:00, and stay open through lunch. For land enrolled in Clean and Green, the county posts the state Notification of Conveyance form, which the current landowner must give the County Assessor 30 days prior to any proposed transfer, split-off, or separation. On a farm or timber tract, ask the seller about enrollment at listing so the notice is filed before the contract runs short on time.
