The normal Clinton County split is 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district, for 2 percent total. The Recorder of Deeds fee sheet starting November 17, 2025 requires one check for 1 percent of the selling price for the state and another check for 1 percent for the local and school taxes, and states that Colebrook is the only municipality that does not collect the tax, so the second check on a Colebrook Township property is one half of 1 percent, for 1.5 percent total. The PA DCED 2026 tax register agrees on Colebrook, listing 0 municipal and 0.5 percent school district. The City of Lock Haven's section 365-36 imposes 1 percent and halves it where another political subdivision taxes the same transfer. Two entries on the DCED register need care. Pine Creek Township appears twice, under the Keystone Central and Jersey Shore Area school districts, at 1 percent municipal and 1 percent school, which would make 2 percent local and 3 percent total; no Pine Creek ordinance was located to support that, and the Recorder's fee sheet says the local check is 1 percent everywhere but Colebrook, so this page does not publish a higher Pine Creek rate. The current fee sheet took effect November 17, 2025, when the state judicial computer fee rose to $41.25. A deed is $91.00 and a mortgage is $91.00, each covering four pages and four names, with additional pages $2.00 each and additional names $0.50 each. The UPI fee is separate at $15.00 per UPI and applies to all deeds and real estate transfers. A satisfaction, release, or assignment of mortgage is $75.00, a right of way is $73.00, an oil and gas lease or memorandum is $54.00, and a Clean and Green filing is $25.00. Transfer tax is paid with two checks, one for the state and one for the local and school share. Office hours on the fee sheet are 8:00 to 5:00 on Monday, Tuesday, Thursday, and Friday and 8:00 to 12:30 on Wednesday, so a Wednesday afternoon recording is not possible.

What actually holds up a closing here
Email the deed to Assessment for UPI approval two working days ahead

The Recorder's office also closes at 12:30 on Wednesdays, so an approval that arrives Wednesday afternoon cannot be recorded until Thursday. Lock Haven rental registration restarts on every change of ownership
The City of Lock Haven requires every residential unit that is not owner occupied to be registered with Code Enforcement and inspected by a certified third party inspector under the 2018 International Property Maintenance Code, which the City adopted by Ordinance 2022-02. Registrations are updated every five years with the exception of a change of ownership: any time a residential rental unit changes ownership or use, a new registration form is required. The registration form lists the fee as $15.00 per building per five-year period. Inspections completed in the designated year are good for five years, and the City states that noncompliance can bring penalties of up to $1,000. For an investor buying student or other rental housing in Lock Haven, ask the seller for the current registration and inspection certificate during due diligence and file the new registration right after closing. Renovo rental certificates lapse 30 days after a sale
Renovo Borough adopted Ordinance 821 on December 10, 2025, effective January 1, 2026, creating a rental inspection program codified as Chapter 12, Part 1. Under section 12-109, a certificate of inspection transfers to the new owner for the rest of its term, but a new registration form must be filed within 30 days of the sale and the certificate terminates if the new owner does not apply for the transfer within those 30 days. Section 12-104 bars occupancy by anyone other than the owner without a certificate on file, and the Borough counts short-term rentals as regulated rental units. Section 12-107 also requires every deed and agreement of sale for premises with one or more residential or commercial units to carry a notice that units occupied by anyone other than the owner are subject to the inspection requirements of Ordinance No. 821. The Borough's one-time registration application fee is $75 for the first unit and $50 for each additional unit, and inspections run every two years through Code Assessment Professionals at 570-651-9369, at $45 for a single unit. Section 12-113 sets a fine of up to $600 per violation. The Borough office is at 128 Fifth Street, 570-923-2612, open Monday through Thursday 8:00 to 2:00.
Colebrook Township is the one place the local transfer tax check is half
The Recorder's fee sheet states that Colebrook is the only municipality in Clinton County that does not collect its own realty transfer tax, so the local and school check on a Colebrook Township deed is one half of 1 percent rather than 1 percent, and the total is 1.5 percent instead of 2 percent. On a $200,000 sale that is $3,000 instead of $4,000 in total transfer tax. Everywhere else the Recorder wants two checks, 1 percent to the state and 1 percent local and school. Net sheets built from a statewide 2 percent default will overcharge a Colebrook file. Confirm with the Recorder at 570-893-4010 if a property sits near the township line.
Vacant buildings in Lock Haven must be re-registered within 10 days of transfer
Lock Haven's vacant building registration, adopted August 19, 2024 as Ordinance 2024-04, requires an owner to register within 10 days after a property becomes vacant and a mortgagee to register within 10 days of filing a foreclosure action. Section 376-6D requires the new owner, within 10 days of a transfer, to register the vacant property if it is not already registered or to update the existing registration, and it does not release the previous owner from unpaid fees, fines, and penalties. The registration fee is semi-annual and set by the City Council's fee schedule, with a late charge of 10 percent of the fee for every 30 days the property goes unregistered. On a bank-owned or estate property in the city, ask Code Enforcement at 570-893-5900 whether the property is on the registry and what is owed before settlement.
Clean and Green transfers need 30 days written notice and an amended form with the deed
The Clinton County Assessment Office states that the County Assessor must be given at least 30 days written notice of a transfer, separation, or split-off of land enrolled under Act 319, including the buyer's name and address, the proposed date, the acreage, the present and intended use, and any earlier transfers from the original tract. The county's UPI rules add that a deed for a parcel enrolled in Clean and Green must be accompanied by an Amended Clean and Green form and all applicable fees, so the UPI pre-approval will stall without it. The Recorder's fee for a Clean and Green filing is $25.00. A transfer of the whole tract keeps the preferential assessment as long as the use stays eligible, while a split-off is limited to two acres a year and 10 percent or ten acres of the tract in total.
