In 50 of the 51 municipalities the 2026 DCED tax register lists the standard split: 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district, for 2.0 percent in total. That includes the City of Meadville, whose section 360.03 (Ordinance 3156 of 1987) is written as a 1 percent city tax but which the register lists at 0.5 percent city and 0.5 percent Crawford Central School District. The exception is the City of Titusville. Section 351.03 of the Titusville codified ordinances (Ordinance 1708, passed December 27, 1968) imposes a municipal tax of one percent, with no clause that cuts the rate when the school district taxes the same transfer, and the 2026 DCED register lists Titusville at 1.0 percent city plus 0.5 percent Titusville Area School District, which makes 1.5 percent local and 2.5 percent with the state share. The Crawford County Recorder of Deeds sits at Courthouse, 903 Diamond Park, Meadville, PA 16335, 814-373-2537. The current recording fee is $74.75 for a deed, effective November 17, 2025. This is the current figure. The Recorder posted that the Judicial Computer System surcharge rose from $40.25 to $41.25 on Monday, November 17, 2025, and the fee schedule carries that effective date. The $74.75 covers four pages and four indexed names, and a mortgage is the same $74.75. Each additional page is $2.00, each additional name is $0.50, a marginal notation is $2.00, and a Statement of Value is $1.00. The Uniform Parcel Identifier fee of $20.00 per parcel per document is on top of the recording fee. Include at least $1.00 for return postage or a self-addressed stamped envelope. When each one applies is explained in the requirements below.

The Crawford County Uniform Parcel Identifier Ordinance bars the Recorder from recording a deed, article of agreement, mortgage, or mortgage assignment, release, or satisfaction unless the UPI is on the document and certified by the Assessment Office. The ordinance was enacted November 28, 2018. The Recorder's page says it became effective November 29, 2018, while sections 7 and 12 of the ordinance itself set January 1, 2019 as the effective date and the start of the recording bar. The fee is $20.00 for each UPI on each document, paid to the Recorder at recording. Section 8 requires at least two inches of clear space at the top of the first page for the certification and the Tax Map ID number of each parcel, and it says that listing the names of the current owners as they appear in the last deed reduces the chance of rejection. The Assessment Office checklist must be in by 3:30 p.m. on a business day, and a deed that conveys only part of a parcel needs a survey or a recorded subdivision plan reference with metes and bounds. Titusville requires a sewer Certificate of Compliance before any sale

Section 935.02 of the Titusville codified ordinances makes it unlawful to sell any real estate in the City on which a building or improvement exists without first obtaining a Certificate of Compliance, or a Temporary Certificate of Compliance, from the Building Inspector and delivering it to the purchaser. Under section 935.03 (Ordinance 3282, passed November 3, 2021) the seller applies on the City form at least 14 days before the sale, and the City tests the property for illegal storm or surface water connections to the sanitary sewer. Section 935.05 adds an interior inspection for sump pumps discharging to the sanitary sewer, on seven days written notice, between 7:00 a.m. and 3:00 p.m., at no cost to the seller The City fee schedule sets the Dye Test Certification at a $75.00 application fee plus labor cost after the first hour, and a reinspection at $35.00 plus labor after the first hour (Resolution 13 of 2021). The City application form states the inspection is valid for one year from completion. A sale includes a land contract or installment sale; conveyances between spouses or former spouses as part of a marital agreement, between parent and child for no or nominal consideration, from an estate to heirs or devisees, and leases are excluded. A Temporary Certificate is available at the City's discretion when weather prevents testing or when repairs would cause a hardship, and it requires posted security plus a signed acknowledgment or agreement from the buyer. Section 935.99 sets a fine of $50 to $300 for each day from the sale until the violation is corrected. The Building Inspector is at 814-827-5300, extension 313.

A Titusville rental licence does not transfer with the deed

Section 1472.1.2 of the Titusville Rental Licensing Program Code (Ordinance 3279, passed April 20, 2021) states that a Rental License may not be transferred and that a new owner must obtain a new Rental License within 30 days of the transfer of title. The licence fee is $100.00 and rises to $200.00 for an owner who does not apply before owning an occupied rental unit or who lets a licence lapse. Licences run two years. The Building Inspector inspects every unit at least once every 24 months, at $40.00 for up to two units and $20.00 for each additional unit, with a $25.00 reinspection fee per unit. An individual owner who does not live in the City or within 25 miles of it, and every business-entity owner, must designate an Operator who lives within 25 miles. The City fee schedule also lists a No Lien Letter (tax and municipal service certification) at $25.00 and a tax certification at $10.00 per property, so order those from the City when the title company asks for municipal clearance.

Meadville rental registrations are not transferable and the buyer has 60 days

Article 327 of the Meadville code (Ordinance 3805 of 2022, as amended in 2023 and 2024) requires every residential rental unit to be registered and licensed. Section 327.05(c) states that a registration shall not be transferred or assigned. When a registered unit is sold while it is let for occupancy, the new owner must submit a new registration for each unit within 60 days of the sale or transfer, and a unit that is vacant at transfer must be registered before it is let. An owner may designate a responsible agent to accept legal notices, and any responsible agent must reside within a 40-mile radius of the City; an owner who names none agrees to accept service directly. Each unit is inspected at least once every two years, moving to once in four years after two consecutive clean inspections. The registration and inspection fee is set by City Council resolution, so confirm the current amount with Code Enforcement at 814-333-3351.

Sewer lateral inspection before a sale in the Conneaut Lake Joint Municipal Authority area

The Conneaut Lake Joint Municipal Authority serves parts of Sadsbury and Summit townships, and section 7.A.7 of its rules requires an inspection of the service lateral prior to the sale of any real property served by an existing service lateral. Sadsbury Township's notice of the policy dates it to February 7, 2018, applies it to residential and commercial customers, and words it as a sale or transfer. Alongside the Authority's inspection, the customer must pay for a video inspection of the lateral by a qualified camera operator and give the Authority a copy of the recording. The office must be contacted at least 48 hours before the scheduled video inspection, and the Authority manager or another authorized person must be present. The lateral belongs to the property owner from the building to the Authority's main, and roof, foundation, and yard drains may not be connected to it. Investor buyers file an Act 29 contact form with Crawford County Assessment

The Crawford County Assessment Office has posted a Property Owner Contact Information Form for Act 29 of 2026 (House Bill 858, signed July 20, 2026 and effective September 18, 2026). The Act adds Chapter 25 to Title 68 and requires the owner of a property that is not owner-occupied to give the county assessment office current contact information within 30 days of acquiring the property and to update it within 30 days of a change. An owner-occupied principal residence is exempt. The statute provides a fine of up to $500 only for intentionally or knowingly providing false contact information or intentionally or knowingly failing to update it. Delinquent tax lien certificates come from the Treasurer, current taxes from the local collector

Crawford County splits tax clearance between two places. The Treasurer's office prepares lien certificates for delinquent real estate taxes only, at $5.00 per property tax identification number, plus $1.00 per page if faxed. The county states that current taxes due must be obtained from the tax collectors, and that the county bills and collects current county real estate tax itself only for the City of Titusville. All delinquent tax payments must be made at the Tax Claim Bureau in person or by mail, and the Bureau adds a $15 cost for each lien (one each for county, municipality, and school).
