Realty transfer tax in Fayette County totals 2 percent: 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district. The Recorder of Deeds states the rate as 1% State and 1% Local on its fee schedule, and the PA DCED Municipal Statistics 2026 tax register lists 0.5% municipal and 0.5% school district for the cities of Uniontown and Connellsville and for 37 other municipalities, including North Union, South Union, Redstone, and Bullskin townships and Masontown and Brownsville boroughs. Three register entries need a second look. German Township and Menallen Township appear at 1% municipal and 1% school district, but both townships are split between two school districts and the earned income tax and local services tax lines on the same rows are doubled as well (the register's own earned income total line still shows 0.5% and 0.5%), so treat it as a data artifact and not a 3 percent rate. Markleysburg Borough shows a 0.5% school district rate and no municipal rate. On a file in German Township, Menallen Township, or Markleysburg, confirm the local rate with the Recorder at 724-430-1238 before the settlement statement is drafted. The consideration or the reason for exemption must be stated in the deed, or the original REV-183 Statement of Value must be included as a page of the document with a duplicate for the Commonwealth. A deed for property lying in more than one municipality must state the division of local transfer tax in whole number percentages.
Recording a deed in Fayette County
The Fayette County Recorder of Deeds sits at Fayette County Courthouse, 61 East Main Street, Uniontown, PA 15401, 724-430-1238. The current recording fee is $83.25 for a deed plus a $20 UPI fee per parcel PIN, on the fee sheet updated December 1, 2025. The current fee sheet (updated December 1, 2025) lists a deed, corrective deed, sheriff deed, and mortgage at $83.25 each, and a coal deed at $81.25. Add $20 for every PIN on the document, $2.00 for each page over four, $0.50 for each name over four, and $2.00 per marginal notation. A one parcel deed of four pages or fewer therefore records for $103.25 before transfer tax. Recording fees and realty transfer tax can be paid in one check payable to Fayette County Recorder of Deeds. Copies are $0.50 per page in the office and $1.00 per page by mail, and a certified copy is $3.00 plus the cost of the copy. The office is open Monday through Friday 8:00 to 12:00 and 1:00 to 4:30, closed for lunch from 12:00 to 1:00, and recording stops at 4:00. Since August 1, 2014 every document must carry the PIN (Tax Assessment parcel ID number) typed on the first page, and each PIN must be issued a UPI number by the Tax Assessment UPI office before the document is recorded. The fee sheet warns that documents missing the PIN are returned. The Recorder also rejects a deed if the acknowledgment predates the document or lacks the county, state, date, names of the persons appearing, notary signature, or commission expiration; if the municipality, county, and state of the property are not stated; if the written consideration does not match the numerical amount; or if the grantee's address with ZIP code is missing. A deed without a stated consideration or exemption explanation needs the original REV-183 Statement of Value in the document plus a duplicate. What actually holds up a closing here
South Union Township storm water Certificate of Compliance before closing
South Union Township Ordinance 1-21, enacted in March 2021, makes it unlawful to sell or transfer improved and sewered real property in the Township without first obtaining a Certificate of Compliance and delivering it to the buyer before closing. The owner hires a Pennsylvania licensed plumber from the Township's approved list, the plumber certifies in writing that no roof drains, yard drains, driveway drains, or other storm water conveyances are connected to the sanitary sewer, and the Township then issues the certificate. Section 6 is the part that stops a closing: a Township Municipal Lien Certificate is not issued until all storm water conveyances have been removed and redirected, and the Township can issue the lien certification within ten days after it receives the plumber's certification. The Township's own notice says it will not release any lien information until the inspection is complete and compliant. An owner who does not make required repairs within 60 days faces a summary citation and a fine of up to $50 for each day. Properties certified within the prior ten years are exempt if no new construction has taken place. The Township posts the inspection form and its plumber list online, and its sewage office is at 724-438-5480. Order the inspection at listing, not at clear to close.
Connellsville and Redstone Township put a 72 hour notice on the grantee and the grantee's agent
The buyer's side carries a notice duty when a rental unit changes hands in these two municipalities, and both ordinances name the grantee's agent along with the grantee. City of Connellsville Ordinance 1471, the Landlord Registration and Occupancy Ordinance enacted November 12, 2009, states at section 141.4, paragraph 2(C), that it is the responsibility of the grantee and the grantee's agent to notify Connellsville City Hall within 72 hours of any purchase or transfer of a rental unit. Redstone Township Ordinance 131, enacted in August 2023, uses the same language for notice to the Redstone Municipal Office. Both ordinances require every rental unit to be registered by April 1 each year, require a license for each unit before a rental agreement is signed or occupancy is permitted, set the license cost in the ordinance text at $10, and require notice within ten days of a new tenant. The Connellsville penalty section sets a fine of up to $500 for each offense under section 141.4 and, in a second clause, a fine of up to $1,000 for a violation of section 141.4, with each day a separate offense, and Ordinance 1575 of September 19, 2023 exempted units occupied by an immediate family member from the license requirement. Redstone fines run from $300 to $1,000 per offense, and a landlord living outside the Township must have a property maintenance manager within a 20 minute response time. Connellsville City Hall is at 110 North Arch Street, 724-628-2020.
Brownsville Borough occupancy certificate at change of ownership
Brownsville Borough Ordinance O-04-2024, enacted in September 2024, provides that no building changing ownership may be occupied or used without the current owner first securing a Certificate of Use and Occupancy. Where the occupancy does not change after the sale, the new owner must obtain the certificate within 30 days of the date of settlement. The inspection covers smoke detectors, stairway guardrails, open electric, hot water, heat and sewer, broken glass and window balances, deck and stair rails, means of egress, rain gutters, and general health and safety, and the certificate stays valid only until the property is transferred or sold again or a later inspection finds it out of compliance. Section 10 makes it unlawful to sell a dwelling with an open notice of violation unless the violations are cured or a true copy of the notice is furnished to the buyer, and it lets the buyer sign a notarized agreement to complete listed repairs by a set date, with the permit held by the Borough until the work is done. Fines are $50 per unit for a first violation, $100 for a second, and $300 per unit, or ninety days imprisonment, or both, for a third and each later violation. The Borough states that K2 Engineering handles its occupancy permits at 724-439-3440, and that no lien letters are issued in house for $40 per tax parcel ID.
Uniontown and Masontown rental rules on investor purchases
City of Uniontown Ordinance 1763, enacted December 19, 2024, requires the owner of every rental unit to obtain a landlord license as a prerequisite to renting or permitting occupancy, with an annual term beginning January 1. An owner who does not live in the City or within a 25 mile radius must designate a manager who lives within that radius, and no license issues to an owner with unpaid code enforcement fines and costs. A violation, including operating without a license, carries a fine of $200 for a first violation, $500 for a second, and $1,000 for a third and each later violation. The Uniontown Redevelopment Authority runs the registration portal and answers questions at 724-438-7968. In Masontown Borough, Chapter 86, Article III of the Borough Code (adopted December 10, 2019) requires any person who becomes a landlord to report to the Borough Secretary within 30 days (section 86-26), requires a report within 30 days of any change in occupancy (section 86-27), provides that Borough officials inspect within 20 days of notification of a change in occupancy and that no unit can be occupied until the landlord has a letter of compliance (section 86-28), requires fire or casualty insurance or a $10,000 performance bond naming the Borough (section 86-29), and sets a fine of not more than $300 with each day a separate offense (section 86-30). A landlord living outside Pennsylvania or more than 20 miles from the unit must register a local contact person. Tell an investor buyer about both before the inspection period ends, because a tenant occupied purchase triggers these duties at closing.
Lien letters and tax certifications come from four different counters
There is no single clearance in Fayette County. The Tax Claim Bureau at 2 West Main Street, Suite 112, Uniontown, 724-430-1208, issues tax certifications for $15 (its Tax Certificates page says for each request and its main page says per parcel, so send $15 for each parcel), paid by cash, check, or money order; it will fax or email an expedited certificate if you ask, and it needs the parcel number and current owner. Sewer and municipal lien letters come from the municipality or its authority. The North Union Township Municipal Services Authority charges $25 per tax map number by check or money order on its Lien Letter Request Form (724-438-6330). Brownsville Borough charges $40 per tax parcel ID. South Union Township will not issue its Municipal Lien Certificate until the storm water certification is on file. South Union Ordinance 5-14 also authorizes the elected Township Tax Collector to charge a fee for tax certifications, so budget for a collector fee on current year taxes there. Request every letter with the parcel number in hand.
Act 29 owner contact form for non owner occupant buyers
The Fayette County Tax Assessment Office has posted an Act 29 page with the Property Owner Contact Information Form under Pennsylvania Act 29 of 2026 (68 Pa.C.S. Chapter 25), which the Governor approved on July 20, 2026 and which took effect 60 days later, on September 18, 2026. The form states that owner occupant property, meaning property owned and occupied by an individual as a principal residence and domicile, is exempt. For a covered property purchased after the Act became effective, the required contact information must be submitted to the chief assessor within 30 days of purchase, and changes must be reported within 30 days. A business or LLC owner must also name an individual with authority to repair, maintain, or remedy a municipal code violation at the property. The form recites that a county may levy a fine of up to $500 against an owner or representative who intentionally or knowingly provides false or incorrect contact information or intentionally or knowingly fails to update required contact information. Clean and Green land needs 30 days notice before a change of use
Fayette County states that a transfer of enrolled land to another owner does not trigger a rollback tax if the contiguous enrolled area is not divided. If the buyer changes the use to one that is not eligible, the buyer pays the rollback, because the person who changes the use is responsible. Selling part of a tract is different: the county warns that a separation or split-off may or may not trigger rollback depending on the situation. An enrolled owner must notify the County Assessor 30 days before any proposed change of use, and changing any portion to an unauthorized use will likely make the owner liable for rollback taxes and interest on the entire enrolled property. On any acreage listing, confirm enrollment with the Assessment Office at 724-430-1350 and get the buyer's intended use on the table before the agreement is signed. A new application costs a $50 one time, non refundable fee per property plus a $17 recording fee for four pages and four names, and the deadline is June 1.
