When each one applies is explained in the requirements below.

County Ordinance 1 of 2013, enacted May 7, 2013 and effective June 1, 2013, bars the Recorder from recording any deed, mortgage, or other instrument affecting Fulton real estate unless the UPI appears in it and has been certified by the County Assessment Office. The UPI and the certification go at the top of the first page, and every document must leave at least two inches of space there for that purpose. The certification fee is $20.00 per UPI, paid to the Recorder at recording, and the person recording is solely responsible for the accuracy of the number. A deed that changes the size or description of a parcel needs a surveyed metes and bounds description or a recorded subdivision plan before a new UPI is assigned.

The certification is a separate stop from recording. Under Ordinance 1 of 2013, the Fulton County Assessment Office, acting through its Tax Mapping Office, certifies the UPI before the Recorder will accept the instrument, and the county states its intention to certify within one day when the request comes with all documentation in proper order. The Assessment Office is at 116 West Market Street, Suite 202, McConnellsburg, 717-485-3208, open 8:00 a.m. to 4:30 p.m., and it has a Property Transaction Specialist on staff. A rejection can be given by phone or by mail, so build a day into the schedule and leave two inches clear at the top of page one.

Clean and Green land needs a Notification of Conveyance

The Fulton County Assessment Office publishes a Notification of Conveyance form for land enrolled under the Pennsylvania Farmland and Forest Land Assessment Act of 1974. The current owner signs it and reports the parcel, the enrollment date, whether any land was previously conveyed from the original tract, the acres involved as a transfer, split-off, or separation, and the proposed use of the land being conveyed. The county's program guide explains that a rollback reaches the current year and the six previous years, with simple interest at 6% a year, and that after a separation or split-off, a buyer who changes the use to an ineligible one pays the rollback on all parcels included on the original application. A Clean and Green application or amendment is also a UPI-certified document under the county ordinance.

Delinquent taxes go to the Treasurer, with a check cutoff before the tax sale

The Tax Claim Bureau is part of the Treasurer's Office at 101 Lincoln Way West, Suite 101, McConnellsburg, 717-485-4454. It accepts cash or checks, but personal checks only up to 30 days before the tax sale, and the office takes no transactions after 3:30 p.m. even though it is open until 4:00. The county asks payers to call ahead for an accurate payoff. The 2026 upset sale was held September 21 and the judicial sale September 15, so on a file with delinquent taxes in late summer, get the payoff and pay with certified funds well ahead of the sale date.

Each township lists its own sewage enforcement officer

On-lot sewage in Fulton County runs through the sewage enforcement officer named by each township, and the county's municipal pages list one for all 11 townships. The Recorder's fee schedule tells filers to always attach the original mortgage, or a copy of its first two pages, to a satisfaction piece, or else enclose an additional $5.00 for a certified copy. The satisfaction itself is $81.75 with one UPI included, and the satisfaction is a UPI-certified document like the deed.
