In 44 of the 48 municipalities the PA DCED Municipal Statistics 2026 tax register shows 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district. In Birmingham Borough, Franklin Township, and Warriors Mark Township, all in the Tyrone Area School District, DCED lists the full 1% local tax as municipal with 0% to the school district, and in Shade Gap Borough, in the Southern Huntingdon County School District, DCED lists the full 1% as school district with 0% municipal. The Recorder requires three checks, one for recording fees, one for state realty transfer tax, and one for local school and municipal realty transfer tax, all payable to Recorder of Deeds. Under the UPI Ordinance, Ordinance 2014-2, every document affecting real estate must show the property's UPI number as a separate first line below a 2 inch top margin, or at least 4 square inches of clear space at the top of one side, and must carry the Mapping Department's certification stamp. Selling a rental in Huntingdon Borough triggers a code inspection

Huntingdon Borough Ordinance 956 of May 21, 2019, codified as Chapter 11, Part 3 of the Borough code, has required an annual Residential Rental Unit license since January 1, 2020, and section 11-306, repeated in the Borough's licensing packet, lists the sale, transfer, or conveyance of a rental unit to a third party as an event that causes the Code Enforcement Officer to schedule an inspection. The license is assignable on notice and payment of a transfer fee, set by Resolution 2025-12, adopted December 16, 2025 and effective January 1, 2026, at $30.00 per building for a house from January 1 to June 30 and $15.00 from July 1 to December 31, with lower per-building rates for mobile homes, duplexes, and apartment buildings. Annual licenses run $30.00 for a house, $25.00 for a mobile home or for each unit in a duplex or semi-detached building, and $20.00 per unit in an apartment, townhouse, or multi-family building, a missed inspection costs $60.00, and a license will not issue unless water and sewer fees are current. Owners living more than 50 miles away must name a local contact within 35 miles who holds keys. Call Code Enforcement at 814-643-3966 when the contract is signed.

The Mapping Department checks five facts before it stamps a deed

Huntingdon's Mapping Department compares each deed against county records before certifying it: the UPI number, the grantor names, the 911 situs address, the municipality, the deed book and page or instrument number where the grantor took title, and the lot number where one exists. A metes and bounds description and acreage are required if the conveyance changes the size or description of the parcel. Any missing or mismatched item sends the deed back with a rejection notice. Walk-in certification is at 233 Penn Street from 8:30 am to 4:30 pm, with anything after 4:15 pm processed the next business day, and mailed or e-filed deeds go through the Recorder and come back within one business day. Copies can be sent for advance review, which is worth doing on any estate or subdivided parcel.

Four municipalities split the local transfer tax differently

The total is 2% everywhere, but the PA DCED 2026 register shows Birmingham Borough, Franklin Township, and Warriors Mark Township taking the whole 1% local share as municipal with none to the Tyrone Area School District, and Shade Gap Borough's whole 1% going to the Southern Huntingdon County School District. The local check amount does not change, but a settlement statement that labels the local tax as half municipal and half school will be wrong in those four places. On a parcel that straddles a municipal or school district line, the Recorder requires the deed to state each jurisdiction's share in whole numbers.

Mount Union water bills are a charge against the property

Mount Union's water code, section 315-26, states that all water bills shall be a charge against the property and remain so until paid, and that bills go to the owner. Under section 315-25, water is billed quarterly, a finance charge of 1% per month may be assessed after the due date, and service may be turned off, after notice, when a bill is 60 days unpaid, with reconnection requiring back bills plus a turn-on charge. Section 315-26 adds that a municipal lien is entered against the property for a water bill unpaid for three years. Because the charge runs with the property, get a final water and sewer balance from the Borough before settlement on any Mount Union file. Huntingdon Borough supplies water and sewer beyond its own borders

Huntingdon Borough runs the water and sewer systems from the Borough office at 530 Washington Street, 814-643-3966, with the Water Department at 814-643-3290, and its water and sewer rates increased as of December 1, 2025. Smithfield Township states that portions of the township are served by municipal water and sewer and lists the Huntingdon Borough sewer and water authorities at that same Borough address as the providers. The Township sends water connection questions to the Borough, and keeps connections to the municipal sewer system, on-lot wells, and on-lot sewage disposal with the Township office at 814-643-6702. On a Smithfield property, confirm early whether the house is on Borough water and sewer or on a well and septic, because that decides which office supplies the final balance.

Unpaid real estate taxes move to the Tax Claim Bureau by January 15

County and municipal tax bills go out from local tax collectors in early March and school tax bills in early July, and either bill still unpaid on December 31 is turned over to the Tax Claim Bureau by January 15 of the next year, with interest at 9% a year, 0.75% a month, from February 1. A collector's certification alone will not show those returned taxes, so on any file with a gap in payment history, get a payoff from the Tax Claim Bureau at 233 Penn Street, 814-643-3523, which takes personal checks and partial payments.
