Juniata County is uniform: 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district. The PA DCED Municipal Statistics tax register for 2026 lists that split for all 17 municipalities, 16 of them in the Juniata County School District and Greenwood Township in the Greenwood School District. Do not be thrown by ordinance text: Port Royal Borough's Realty Transfer Tax Ordinance, Code section 24-104, imposes a tax at the rate of 1% on its face, and the DCED register still shows the borough at 0.5% with the other 0.5% going to the school district. The Recorder requires separate checks for the state tax, the local tax, and the recording fees, and its fee schedule lists a $2 charge for filing a Statement of Value (REV-183).
Recording a deed in Juniata County
The Juniata County Recorder of Deeds sits at 1 North Main Street, Mifflintown, PA 17059, 717-436-7709. The current recording fee is $59.75 for a deed, under the fee schedule updated November 17, 2025. The $59.75 base covers four pages and four names; each additional page is $2.00 and each additional name is $0.50. A mortgage is also $59.75, an assignment or release of mortgage is $61.75, a certified copy is $5.00, and UPI certification is $20.00 per UPI number. The office requires separate checks for state tax, local tax, and recording fees and states that it does not make refunds. Documents are rejected for highlighter marks, which scan as blacked-out areas, for poor quality copies, and for defective notary stamps, and a self-addressed stamped envelope is requested for returns. Hours are 8:00 a.m. to 4:00 p.m. Monday through Friday. Documents can be submitted in person, by mail or delivery, or by e-record, and the land records are searchable remotely through Landex.
Under Juniata County Ordinance No. 2022-1, with UPI certification in force since May 1, 2024, a document affecting land will not record until the Assessment and GIS Office certifies every UPI on it, at $20.00 per UPI with no cap and no fee on a rejected document. The UPI must be typewritten, not handwritten, at the top left of the first page, with the property address and the township or borough on page one, and a newly created parcel needs both its new UPI and the parent UPI. Deeds, mortgages, and mortgage assignments also need a Certificate of Residence or the Recorder rejects them. Juniata's UPI rejection list is the deed drafting checklist
Juniata County publishes the reasons its Assessment and GIS Office rejects documents for UPI certification, and nearly all of them are drafting errors a TC can catch before signing: wrong county, an incorrect UPI, an incorrect plan book and page or instrument number, a missing or wrong municipality, an incorrect location address, a legal description that does not match assessment data, an incorrect deed reference, a grantor name that does not match assessment records, acreage that does not match tax mapping, an incorrect grantee name, and no grantee physical address. The county's UPI FAQ allows a prepared but unsigned document to be sent for preliminary verification so errors are fixed before execution, and the final document is verified again at recording. Send the draft deed for pre-verification on every Juniata file, and especially on subdivisions and part-interest transfers.
Fermanagh Township rewrote its on-lot sewage rules in 2025
Fermanagh Township Code Chapter 123, Article V, adopted October 9, 2023 by Ordinance No. 2-2023 and amended in its entirety April 14, 2025 by Ordinance No. 2-2025, requires every septic tank to be pumped by a qualified pumper or hauler at reasonable intervals of no more than five years under section 123-68, unless the Township approves a written request for a longer interval, which the section caps at ten years. Under section 123-72 the hauler must be licensed by the Township, and section 123-68 has the hauler give the owner and the Township a signed Pumpers Report within 30 days of pumping, covering the tank, the system's age, the last pumping date, maintenance performed, any sign of malfunction, and the hauler's state license number. If a malfunction is found, section 123-69 gives the owner 7 days to apply for a repair permit, 30 days to start, and 60 days to finish, and section 123-70 lets the Township do the work on an imminent health hazard and lien the property for it. Penalties under section 123-74 are $500 to $1,000 plus costs. Ask the seller for the last pumping report filed with the Township before the inspection contingency runs out.
Mifflintown Municipal Authority needs seven days and a meter reading inside the house
The Mifflintown Municipal Authority supplies water to about 4,450 residents and businesses in the Mifflintown and Mifflin areas. Its Water Service Rules and Regulations, revised April 10, 2026, require at least seven days notice to terminate service, and the customer stays responsible for charges until access is provided for a final reading on the meter inside the premises, so the seller has to arrange entry, not just make a phone call. The final bill carries no charge, and a new customer pays a $40.00 turn-on charge at application. The owner is liable for charges for service to a tenant, and the Authority files a municipal lien on any account 90 days delinquent in an amount of $500 or more, with court costs and attorney fees added. Port Royal sewer charges are liens, and stormwater cannot go in the sewer
Port Royal Borough Code section 18-104, from Ordinance 90 of September 20, 1965, makes sewer rentals a lien on the improved property, filed in the Juniata County Prothonotary's office and collected as a municipal claim, so get a current balance from the Borough before settlement. Sewer rentals are imposed on the owner of each connected property, the Borough bills owners only and never tenants, and section 18-103 makes the owner responsible for water and sewer charges whatever the owner has agreed with a third party. Bills are monthly, with a 5% penalty on any bill unpaid 15 days after its date. Section 18-105 prohibits discharging stormwater, groundwater, roof runoff, foundation drainage, or cellar drainage into any sewer, so a sump pump or downspout tied into the sanitary line is a violation the buyer takes on with the house.
Juniata tax certifications are $5 and in writing only
The Juniata County Tax Claim Bureau issues Tax Certifications on Bureau letterhead stating the delinquent taxes owed on a parcel as of the certificate date, and title companies, mortgage companies, and banks must request and purchase one because no verbal certification is given. Each certification is $5, payable by check to the Juniata County Tax Claim Bureau, and requests can be made in person or by mail, with the certification returned by mail, email, or fax. Enclose a self-addressed stamped envelope for mail return, and order it early enough that any delinquency on the certificate can be paid off before settlement.
