County sewage management runs on a calendar, not on settlement

There is no Lebanon County point-of-sale septic certification. What exists is a Sewage Management Program on a calendar cycle: owners must pump and inspect the treatment tank at least once every three years using a registered hauler from the county list, then submit the Sewage Management Report with $30.00 per lot within 90 days of notice. Because it is not transfer-triggered, a seller can be badly out of compliance with no closing event to force the issue, and the buyer inherits the obligation.
