The current recording fee is $86.25 for a deed, effective December 4, 2025. The $86.25 deed fee includes the Judicial Computer System fee and covers up to four pages and four names; each page over four is $2.00 and each name over four is $0.50. A mortgage is also $86.25, and a release of mortgage or an agreement of sale is $59.75. The Recorder's notice dated November 17, 2025 raised the AOPC and JCS fee from $40.25 to $41.25 effective December 1, 2025, and the current schedule is dated December 4, 2025, so any older figure on a fee sheet is stale. County Resolution 27 of 2017 also added a $15.00 Demolition Fund fee to every deed and mortgage from January 1, 2018 under Act 152 of 2016; the posted schedule shows one figure per document and does not break that fee out, so pay the schedule amount and ask the Recorder before adding anything to it. The Lewistown Borough tax collector asks for up to 14 days on tax certification and duplicate bill requests and charges $10.00 for a lien certification, so order it the week the contract is signed, not the week of closing. Delinquent prior-year real estate taxes are handled by the Tax Claim Bureau at the courthouse, 717-248-5783, so a clean collector certification alone does not clear the file. Refuse and sewer are billed by the Borough itself from 2 East Third Street, 717-248-1331, with sewer rent on the Borough's 2025 cost and fee schedule at a $105.93 quarterly base plus $6.60 per 1,000 gallons of water supplied. The Borough's own landlord tenant billing form states that even when bills are sent to a tenant, the owner remains ultimately liable for every refuse and sewer bill, so get a final balance from the Borough office before settlement on any Lewistown property, rentals included.

Vacant Lewistown listings must be registered, and the listing broker can do it

Lewistown's Vacant Property Registration ordinance, Ordinance 2022-8 adopted December 27, 2022 and codified in Chapter 110 of the Borough code, requires owners to register a vacant structure within 60 days of it becoming vacant, with semiannual registrations due March 1 and October 1. Under section 110-58D, a real estate company that has a vacant structure listed for sale may register it as the owner's agent within 90 days of signing a sales contract. The 2025 Borough fee schedule sets the registration at $100, increasing by $100 for every six months the property stays vacant, plus a 10% late fee. Section 110-62 allows a one-time, six-month waiver of the registration fee, on application to Code Enforcement, including where the owner shows the property is actively listed and marketed through a licensed real estate agent or broker. Section 110-58D keeps registration fees and later fines the owner's responsibility, so ask about registration status on any vacant or estate listing in the Borough.

Lewistown's rental ordinance is currently suspended

The Borough of Lewistown's rental registration page states that the Rental Ordinance has been suspended. The 2025 cost and fee schedule still carries a $25.00 annual rental registration fee and a $50.00 no-show inspection fee, so the program exists on paper and could be reinstated. On an investor purchase, confirm the current status with the Codes Office at 717-248-1361, option 3, before telling the buyer nothing is due, and note that the Borough will move refuse and sewer billing to a tenant only on a signed owner and tenant request that leaves the owner liable.

Derry Township runs a four-year septic pump and inspect cycle

Derry Township adopted an On-Lot Sewage System Management Ordinance in March 2000, and since January 2022 the program is administered by the Derry Township Sanitary Sewer Authority. The township is divided into four areas inspected at four-year intervals; owners are notified by mail and must use a pumper licensed with the Township, with Page SEO present at pumping. The SEO collects a $70.00 inspection fee plus a $3.00 administrative fee at the time of inspection. On a Derry septic property, ask the seller for the last inspection report early. Properties on public sewer pay the Authority a flat $159 per quarter residential rate, 717-248-0383, and the reduced $105 vacant rate applies only with ten days' advance written notice and a full quarter with no water use.

Brown and Granville Townships also inspect every on-lot system on a cycle

Brown Township adopted its updated Act 537 Plan by ordinance in spring 2018, and the township states that all residents with on-lot systems must have them inspected and pumped every four years, with Page SEO at 717-436-2291 as the contact. Public sewer in Brown Township is billed by the Township quarterly in January, April, July, and October, and public water comes from the Mifflin County Municipal Authority. Granville Township rotates its on-lot inspections across five sewage management districts, one district per year, also through Page SEO. In Granville the inspection is the requirement; pumping is ordered only if the SEO finds it necessary, and the owner then has to give the Township a copy of the pumper receipt. In either township, a seller in a district that is due should schedule the inspection before listing so the report is in hand for the buyer's lender and inspector.
