Danville Borough Property Transfer form

Danville Borough uses its own Property Transfer form, which is listed with the forms on the Borough Code and Zoning page. The inquiring agent or firm fills in the property address, account number, current owner, and closing date, and marks whether the request is for a change of ownership or a refinance. The Borough then reports sewer fees and water fees, each broken into delinquent, current customer fee, and current usage fee with the period covered and whether it is paid, plus recycling fees, any sprinkler fee, outstanding liens, and rental registration licence fees. The form carries a fee line and a total due, so ask for the current fee when you send it. Submit it as soon as there is a closing date, because the figures run to a stated period. Danville rental occupancy licence and the 72 hour buyer notice

Chapter 141 of the Danville code, the Residential Rental Registration Ordinance, was adopted July 9, 2013 by Ordinance No. 513 and amended in its entirety February 11, 2025 by Ordinance No. 594, and its licence section was amended again December 9, 2025 by Ordinance No. 598. Section 141-4F(3) makes the grantee and the grantee's agent, including the grantee's attorney or title company, responsible for notifying the Borough within 72 hours of any purchase or transfer of a rental unit. Section 141-4C(5) separately requires each owner to notify the Code Enforcement Officer in writing within 10 days of any change in ownership, and of a unit changing from owner-occupied to non-owner-occupied. Under section 141-7 an owner must hold a rental occupancy licence for each rental unit before entering into a rental agreement or permitting occupancy, and the definitions treat each apartment within a building as a separate structure requiring inspection and a licence. Licences run January 1 through December 31. Fees are set by Council resolution, are at face value from January 1 to March 31, carry a late fee from April 1 to May 31 and an increased late fee from June 1 to July 31, and after July 31 nonregistration is a violation. The Code Enforcement Officer inspects all units every two years. An owner who neither lives nor works within 20 miles of the Borough must designate a manager who does. The definition of residential rental unit includes short-term rentals, boarding houses, and bed-and-breakfast establishments. Violations carry a fine of $100 to $300 plus costs. Mahoning Township rental occupancy registration

Chapter 175 of the Mahoning Township code, adopted July 14, 1997, requires the landlord to notify the Township within 30 days after a residential rental unit is occupied, and requires a registration for each unit to be filed by January 30 of each calendar year and again during the year whenever the occupants change. The registration lists the owner, the street address of the rental, the names and number of occupants, and a designated local property manager where the owner lives outside the Township and has one. Section 175-3 states that no fee is charged for the registration. Violations carry a fine of $25 to $600 plus court costs under section 175-4, and each day counts as a separate offense. A buyer of a tenant-occupied house should file in the buyer's own name after settlement instead of relying on the seller's filing. The Township number is 570-275-5521.

Delinquent taxes go to the Tax Claim Bureau, and the upset sale is in September

County and municipal tax bills are mailed by each municipality's tax collector on or before March 1, and school bills on or before July 1. Taxes unpaid by December 31 are returned to the Montour County Tax Claim Bureau. Properties with two or more years of delinquent taxes are sold at the upset sale every September, and the last chance to pay and avoid that sale is 4:00 pm on the last business day before it. The Bureau notes that mortgages, judgments, and non-tax liens are not divested by an upset sale. On a listing with delinquent taxes, get the payoff from the Bureau in writing and check the sale calendar against the settlement date.
