The PA DCED Municipal Statistics tax register for 2026 lists a 1% combined local rate for every municipality in the county, with no municipality above it. Two places split the local 1% differently: in Herndon Borough and Little Mahanoy Township the register shows no municipal levy and the full 1% going to Line Mountain School District, so the total is still 2%. A Statement of Value (REV-183) goes with the deed when the full consideration is not stated in the deed, the transfer is a gift or without consideration, or an exemption is claimed, and the Recorder charges $2.00 to file it. The Recorder states that separate checks are not required for a taxable deed, so the 1%, the 1%, and the recording fee can go on one check.

Fees have to be exact. The county states that correct recording fees are required or the document will be rejected, even if the fees are over, so an overpayment bounces the deed just like a shortage. The office records the original document only, accepts no blanket assignments or satisfaction pieces, and requires a self-addressed stamped envelope for anything returned by mail. Shamokin makes the buyer report a rental purchase within 72 hours

Shamokin City Code Chapter 293, adopted January 9, 2017 by Ordinance No. 16-09, puts the transfer duty on the buyer side by name. Section 293-9C states that it is the responsibility of the grantee, including the grantee's attorney or title company, to notify Shamokin City Hall within 72 hours of any purchase or transfer of a rental unit. The seller has duties too: under section 293-17G an owner of a rental in noncompliance must tell the purchaser in writing before the sale and notify the Code Enforcement Officer in writing within 30 days prior to closing. Section 293-17F carries noncompliance status over to the buyer until 12 months pass under the new owner with no violations. Every rental unit needs a license at $30 per unit, due February 15 each year. City Hall is at 47 East Lincoln Street, 570-644-0876.

Northumberland Borough names the title company in its 72-hour notice rule

The Borough of Northumberland Residential Rental Registration Ordinance, Chapter 31 of the Borough Code (Ordinance No. 2023-A), section 31.1.03.F.3, states that it is the responsibility of the grantee and the grantee's agent, including the grantee's attorney or title company, to notify the Borough within 72 hours of any purchase or transfer of a rental unit. Section 31.1.03.C.5 separately requires the owner to notify the Borough in writing of any change in ownership, and section 31.1.03.F.4 gives the owner 10 days to update the registration information. Section 31.1.07.H makes it unlawful to sell a unit that is under a compliance order or notice of violation until the work is done, unless the seller gives the buyer a true copy and files the buyer's signed and notarized statement accepting responsibility with the code official. The ordinance calls for an inspection of all rental units once a year, with units in full compliance for two years paying only the license fee in noninspection years, and late license payments carry a $10 fee from April 1 and $25 from June 1. Put the notice on the closing checklist for any Northumberland Borough rental so it goes out the day the deed is signed.

A Sunbury rental certificate of compliance does not transfer to the buyer

Sunbury Code Chapter 134, Residential Rental Property, adopted July 13, 2020, says in section 134-15 that a compliance inspection is required to issue a certificate of compliance to a new owner, and inspections recur every three years after that. Under section 134-4 no one may rent a residential unit until a housing permit issues from the Code Administration Office, the permit runs on the calendar year, and section 134-13 requires a certificate of compliance before the permit issues and blocks renewal while the applicant has unpaid taxes, sewer or water fees, or code fines. Mixed-use properties must also comply with Chapter 132, Property, Commercial, and section 132-11F states the same rule there: each certificate of compliance is nontransferable and a new compliance inspection is required to issue one to a new owner. Investor buyers should book the inspection before closing so the rent roll is not interrupted.

Milton requires a rental occupancy permit before a unit is occupied

Milton Borough Code Chapter 193, Rental Property, adopted May 13, 2015 by Ordinance No. 1197, section 193-3B, states that no rental unit shall be initially occupied until a rental occupancy permit has been issued by the Code Enforcement Officer, with a separate permit for each unit of a multi-unit building. Permits run three years and units are inspected at least triennially. Section 193-3A requires the owner to report any substantial change to the property registration information within 10 calendar days, so a buyer should file updated registration promptly after settlement. Fees are set by Borough Council resolution rather than in the code, so confirm the current amount with the Borough.

The first countywide reassessment since 1972 is underway

Northumberland County has contracted Tyler Technologies for a countywide property reassessment, the first since 1972, and data collectors are moving municipality by municipality, with Jackson Township, Washington Township, and Herndon Borough starting October 5, 2026. The project site states that new values will reflect market value as of July 1, 2026, that tentative new market values will be mailed to owners in spring 2027, that the Assessment Bureau mails final notices in summer 2027 and hears formal appeals in late summer 2027, and that the new assessments take effect January 1, 2028 for the 2028 tax year. Bills for 2026 and 2027 still run on the old base, so prorations on current files are unaffected, but a buyer closing now should expect the assessment, and therefore the tax, to change with the 2028 bills. Flag it on investor and long-hold purchases. The Assessment Bureau is at 570-988-4112.

Delinquent taxes go to the Tax Claim Bureau, and it takes no personal or business checks

Real estate taxes unpaid by December 31 are returned to the Northumberland County Tax Claim Bureau in January with a $25.00 filing fee per parcel, and interest starts in March at 9% a year. The Bureau accepts cash, money order, cashier's check, certified check, and bank check, and states that personal or business checks will be returned and the postmark will not be honored. Card payments are online only with a 2.75% fee. Current-year taxes go to the municipal tax collector, not the Bureau. The Bureau is at 399 Stadium Drive, Third Floor, Sunbury, 570-988-4116.
