Assessments change for 2027 and again for 2029

Pike County is changing its predetermined assessment ratio from 25% to 100% of the 1994 base value in 2026, effective for 2027, and the Commissioners told owners to expect a Change of Assessment notice by July 1, 2026. The County's own example shows an $80,000 base value moving from an assessment of 20,000 to 80,000 while the county millage drops from 27.99 to 6.9975, so the tax bill stays the same and only the numbers on it change. A full countywide reassessment follows: preliminary notices in spring 2028, official Change of Assessment notices by July 1, 2028, and new values effective January 1, 2029. The last countywide reassessment was in 1996. For a file, that means the assessed value and millage on an older tax bill or listing sheet will not match the 2027 bill, and a buyer estimating taxes past 2028 should be told the value is being reset. Planned community resale certificates run on a statutory clock

Much of Pike County's housing sits in private planned communities, and a resale there is governed by section 5407 of the Pennsylvania Uniform Planned Community Act (68 Pa.C.S. 5407). The selling unit owner must furnish the purchaser, before the contract is executed or otherwise before conveyance, a copy of the declaration (other than the plats and plans), the bylaws, the rules or regulations of the association, and a certificate covering items such as the monthly common expense assessment, any unpaid assessments currently due from the seller, other fees payable by unit owners, proposed capital expenditures, reserves, and the current operating budget. The association must furnish the certificate within ten days after a request by the unit owner. The purchase contract is voidable by the purchaser until the certificate has been provided and for five days thereafter, or until conveyance, whichever first occurs. A purchaser is not liable for any unpaid assessment or fee greater than the amount set forth in the association's certificate. Have the seller request the certificate from the association the day the listing or contract is signed, and log the delivery date so the five-day window is tracked in the file.

Combining lots follows a different rule in every municipality

The Recorder of Deeds publishes a Lot Combination Process by Municipality, and a deed that does not follow it will not accomplish the combination. Blooming Grove, Delaware, Dingman, Milford Township, Shohola, and Westfall townships and Matamoras and Milford boroughs require a map signed and dated by the municipal governing body and by Pike County Planning and Mapping, together with a deed reflecting the combination. Lehman Township requires a deed signed and dated by the Lehman Township Supervisors. Lackawaxen and Palmyra accept either a deed signed by the Supervisors or a signed map, and Greene and Porter also accept an owner's affidavit signed by the Supervisors. When a buyer is taking a house plus an adjoining vacant lot and wants one parcel, start the municipal sign-off early, because it depends on a supervisors or council meeting. Short-term rental permits end at closing

Short-term rental permits in Pike County's townships are personal to the owner. Palmyra Township Ordinance No. 132-2019 and Blooming Grove Township Ordinance No. 72-2021 both state that the permit does not run with the property, and that when ownership changes by sale or deed transfer the new owner has to apply for a permit of their own before renting. Both ordinances cap bedrooms at the number approved on the sewage permit, and both fall back to a three-bedroom limit when there is no sewage permit on record and the owner cannot document more. Milford Borough Chapter 240 (Ordinance No. 487, adopted September 18, 2023) requires a new owner to complete a new license application before renting any part of the dwelling and allows short-term rentals only in the Commercial and Limited Commercial zoning districts. Lehman Township states that new short-term rentals are not permitted in any residential zone. Confirm the municipality and the zoning district before a buyer underwrites a purchase on rental income.

Milford Borough rental license transfers have a 10-day deadline before closing

Milford Borough licenses every residential rental unit under Chapter 225 of the Borough Code, amended in its entirety by Ordinance No. 493 on November 18, 2024. Under section 225-5F the license is transferable to the person acquiring ownership, for the unexpired portion of its term, but only if the application to transfer is filed with the Borough Code Enforcement Officer at least 10 days prior to the change in ownership and the unit is in compliance with the chapter. That puts the deadline ahead of settlement, so it belongs on the contract-to-close calendar for any tenant-occupied sale. An owner who does not live full time in the Borough or within a 20-mile radius must designate an agent, and deficiencies found on inspection must be corrected within 60 days.

Matamoras licenses every residential rental

Matamoras Borough requires a license for all residential rental units, including single-family homes. The Borough lists an annual license of $40 per building, with inspection fees of $40 for one unit, $70 for two units inspected the same day, and $30 per unit for three or more. Renewals are due by January 1 each year, and a unit is inspected with the original license and whenever tenants change. An owner living more than 20 miles away must designate a property manager located in or within 20 miles of the Borough. An investor buying in Matamoras should plan on the license application and inspection before placing a tenant.

Tax certifications and septic checks

The Pike County Tax Claim Bureau charges $10.00 per parcel for a tax certification, and since January 1, 2025 it no longer accepts faxed requests. Email the request form with a copy of the check that is being mailed, or mail it with a self-addressed stamped envelope. The form asks for the control number, map number, lot, block and section, community, deed book and page, and municipality; the Bureau is in Room 104 at 506 Broad Street and answers at 570-296-3407. On septic, Dingman Township states that it cannot inspect existing systems for mortgage or refinancing purposes, that such inspections must be performed by private firms, and that sewage inspection for real estate sales or refinancing is an unregulated industry, so order a private septic inspection early on any on-lot property there.
