Snyder County is uniform: 1% to the Commonwealth, 0.5% to the municipality, and 0.5% to the school district. The PA DCED 2026 tax register lists a 0.5 percent municipal and 0.5 percent school district realty transfer tax in all 21 municipalities, twelve of them in the Midd-West School District and nine in the Selinsgrove Area School District, and the Register and Recorder states that a 1% state and 1% local realty transfer tax apply. The Recorder requires a Statement of Value (REV-183), filed in duplicate, on every deed, lease, lease assignment, right of way, and easement that is not paying full transfer tax; the only exceptions it lists are a bona fide sale with full tax paid, a family exemption stated in the body of the deed, and a transfer to a registered public utility stated in the easement. The fee schedule lists the Statement of Value at $2.00.

The current schedule took effect December 1, 2025, when the state surcharge the schedule labels JCP, ATJ, CJEA, and OAG rose from $40.25 to $41.25. Pages over four are $2.00 each, names over four are $0.50 each, and on deeds and mortgages every parcel after the first is $0.50. A mortgage is also $59.75, a satisfaction piece $64.75, and a Statement of Value $2.00. Checks are payable to Snyder County Recorder of Deeds, a separate check is required for each document, every check must be the correct amount because no refunds are given, and a returned check costs $50.00 plus bank charges. What stops a Snyder deed at the counter is money and paperwork, not a parcel certification. An overpaid or underpaid check is a problem because the office will not refund, each document needs its own check, and a self-addressed stamped envelope of the proper size is required for the return of documents. A Statement of Value, in duplicate and fully completed, signed, and dated, must accompany any deed that is not paying full transfer tax. What actually holds up a closing here
Selinsgrove rental licenses, the three-person cap, and the change of ownership notice
Under Selinsgrove Code Chapter 11, adopted by Ordinance 731 on November 12, 2007 and amended by Ordinance 825 on October 3, 2016, section 11-104.1A makes a license a prerequisite to entering into a rental agreement or permitting occupancy of any regulated rental unit, which the code defines as a dwelling unit occupied by one or more persons under a rental agreement. Section 11-104.2C caps each licensed unit at three unrelated persons, which matters in a borough built around Susquehanna University, and licenses run July 1 through June 30. Section 11-107.2 makes it the owner's duty to notify the Code Official in writing of any change in ownership, and registrations may be assigned to a new owner without cost, so file that notice at closing rather than letting the license lapse. The Central Keystone COG states that every residential rental unit is inspected at least once every 36 months and that the inspection and license renewal cost $75.00 per unit inspected, and the Borough registration form requires an owner's representative if the owner does not live within 40 miles. Penalties under section 11-106.2 run up to $1,000 plus costs and attorney fees. The Borough office is at 570-374-2311.
Middleburg rental permits expire on a sale
Middleburg's rental ordinance, Ordinance 320 of August 13, 2013 as amended by Ordinances 350 and 360, makes it unlawful under section 5-503 to operate any dwelling as a rental unit without a residential rental permit, and section 5-509.4 provides that when all current owners of a rental unit change, the permit expires and the new owner must comply with every provision of the Part. The one relief is timing: if the transfer falls within 90 days before the annual renewal, the permit extends through the following calendar year. Every unit is inspected every three years, inspections are due by the last day of June, and the owner pays the inspection fee at the time of inspection, with fees set by Borough Council resolution. Penalties under section 5-518.2 run $300 to $1,000, and each day a violation continues is a separate offense. A second Middleburg item for buyers: once a property is required to connect under sections 18-101 or 18-102, section 18-104.2, added by Ordinance 295 in 2005, makes it unlawful to own, construct, maintain, use, or operate a private water well, with narrow exceptions for geothermal and commercial bait tank wells.
Beavertown, McClure, and Freeburg license every rental unit every year
Beavertown, McClure, and Freeburg each have a Rental Unit Ordinance administered by the Central Keystone Council of Governments that requires a Rental Unit Occupancy License for every existing rental and for any new rental before it is offered for rent. In all three the license costs $35.00 per dwelling unit per year, and each unit must be inspected at least every third year against the Property Maintenance Code, or more often if the COG decides it is necessary. On an investor purchase, confirm the current license status with CKCOG at 570-522-1326 before closing and calendar the buyer's first renewal, because the license is an annual obligation that a new owner inherits the day the tenants stay.
Selinsgrove water bills follow the owner, not the tenant
Selinsgrove Borough bills its own water service at least quarterly under Code section 26-112.1A, and section 26-104.2C states that the absence of an owner-signed application does not relieve the owner of ultimate responsibility for all water service bills on the premises, while section 26-104.1F bars a tenant from applying for service at all. Section 26-112.6A adds a one-time 25% penalty on any bill not paid by the due date and provides that failure to pay delinquent bills for two quarters may result in a lien against the premises, together with interest, attorney fees, and court costs. Request a final water and sewer reading and payoff from the Borough at 570-374-2311 well before settlement, especially on a rental. Treatment is handled by the Eastern Snyder County Regional Authority, formed by Selinsgrove, Shamokin Dam, Monroe Township, and Penn Township, and the Borough states that downspouts, basement floor drains, and sump pumps plumbed into the sanitary sewer are prohibited, so have the home inspector look for them.
Tax lien certification is a $5 request to the Tax Claim Bureau
The Snyder County Tax Claim Bureau states that lien certifications are done in office or by mail for a $5.00 fee, and its online records portal shows delinquent amounts at $1.10 per minute. The Bureau has restricted some older delinquent years to in-person payment by cash, money order, or certified check, so if the certification shows a delinquency, plan the payoff method before settlement rather than assuming a title company check will do.
