Somerset Borough sewer lateral test and Certificate of Compliance at transfer

The Municipal Authority of the Borough of Somerset requires lateral testing and a Certificate of Compliance at the time of property transfer or any change of ownership under Article 22 of its Rules and Regulations (sections 22.1.4 and 22.2.1). The Borough states the transfer trigger applies to any property listed on or after April 1, 2025. The lateral is tested by water (10 feet of head) or by air (5 psi), held for 15 minutes, and witnessed by the Authority's inspector, who must be requested at least 72 hours ahead. The rate schedule sets the property transfer inspection fee at $50.00, each re-test at $50.00, and a non-compliance surcharge of $50.00 per month. The Manager issues the certificate within 10 days of a clean application. Section 22.3.4 makes a certificate valid for 10 years but adds that a valid certificate does not relieve a customer from lateral testing if a qualifying event occurs, and a property transfer is a qualifying event, so ask the Authority before relying on an older certificate. If the seller has not finished testing by the deed transfer date, the purchaser may request a 90 day extension on an Authority form signed by all owners. Under section 22.3.3 a request for a municipal lien letter must be accompanied by a valid certificate, and the Borough issues the letter within seven days of a properly documented request. Conemaugh Township dye test and certificate of compliance

Section 52.006 of the Conemaugh Township Code (Ordinance 666, passed September 17, 2008) makes it unlawful to sell or transfer improved and sewered real property without delivering to the buyer, at or before closing, a certificate of compliance or temporary certificate of compliance. Under section 52.007 the seller or the seller's agent files the application at least 21 days before closing and has a dye test performed by a licensed plumber or other approved contractor. Section 52.011 makes the certificate valid for one year. Under section 52.008 the Ordinance Compliance Officer issues the certificate within ten days of a clean application. Section 52.009 allows a temporary certificate, effective for 60 days, in two cases: when an illegal connection is found and removal would cause a hardship (signed plumber contract, cash security of 110% of the contract, and the buyer's written agreement to cover cost overruns), or when weather prevents dye testing (cash security and the buyer's signed agreement to correct anything the later test finds). Under section 52.010 a request for a municipal lien letter or tax verification letter must be accompanied by a valid certificate. The Township Sewer Department's site states that sewage compliance inspections are $75.00, effective immediately, while the application form still prints $25.00 per visit, so budget $75.00 and confirm at 814-288-1400, extension 3.

Paint Township deeds must name the school district

Paint Township is split between the Windber Area and Conemaugh Township Area school districts, and the Recorder's fee schedule instructs filers to indicate the school district (Windber or Conemaugh) on Paint Township property transfers so the local transfer tax is distributed properly. The same schedule requires any deed whose property sits in two or more taxing bodies to state the split by percentage only, with no exceptions. Put the school district on the deed or cover letter before it goes to the Recorder, and confirm the Paint Township local rate at 814-445-1547, because the state tax register lists the township on two school district rows.

Windber rental registration within 30 days of a change of ownership

Windber Borough Ordinance 2019-4 requires every residential rental unit to be registered with the Borough, annually on or before February 1 and also within 30 days of a change of ownership or of obtaining title to a rental unit. An owner who does not live in Somerset County or a contiguous county must keep a contact agent who resides or has a permanent office in one of those counties. Ordinance 2019-5 separately requires the owner to report tenant names within 10 days of the lease or occupancy and to report departures within 14 days. Each ordinance sets a civil penalty of $500.00 for a first violation after notice and up to $1,000.00 for each daily violation after that. Tax Claim lien certifications are written requests only

The Somerset County Tax Claim Bureau charges $10.00 per parcel for a lien certification and gives no verbal information by telephone. The request form must be submitted in writing with payment (the form lists check, MasterCard, Visa and Discover, payable to Tax Claim Bureau) and a self-addressed, postage paid return envelope, and the Bureau states that it does not fax or email responses. The form asks for the assessed owner name and the parcel reference number, not the map number, and is returned if that is wrong. Requests are processed the same day when complete. The Bureau collects only delinquent real estate tax, adds interest on the first of each month at three quarters of one percent, and receives the prior year's delinquencies in mid January, while current year taxes stay with the local collectors through December 31. Act 29 owner contact form for buyers who will not occupy

The Somerset County Assessment Office publishes a Property Owner Contact Information Form under Act 29 of 2026 (68 Pa.C.S. Chapter 25). For a covered property purchased after the Act took effect, the form states that contact information must be submitted to the chief assessor within 30 days of purchase, and updates are due within 30 days of a change. Owner-occupied property, meaning a principal residence and domicile, is exempt. A business or LLC owner must also name an authorized contact who can remedy a code violation. The form notes that a county may levy a fine of up to $500 for intentionally or knowingly giving false information or failing to update it.
