Act 29 contact form is due to the Assessment Office within 30 days of an investor purchase
Pennsylvania Act 29 of 2026 (HB 858, approved July 20, 2026, adding 68 Pa.C.S. Chapter 25) took effect September 18, 2026 and requires each county chief assessor to keep a contact information list for real property that is not owned and occupied by an individual as a principal residence and domicile. Tioga County has posted its own notice and form. A purchaser of covered property must give the County Assessment Office the owner name, address, telephone number, and email address within 30 days of purchase, a business or limited liability company must also name a person with the authority and ability to remedy a property maintenance problem or municipal code violation, and later changes must be reported within 30 days. The county notice is addressed to attorneys and closing professionals and states that recording a deed does not satisfy the filing. The Act authorizes a county fine of up to $500 for intentionally or knowingly giving false information or failing to update it. Mansfield Borough rental license lapses unless the buyer applies to transfer it within 30 days
Chapter 120 of the Mansfield Borough Code (first adopted by Ordinance 422 on December 8, 2004, replaced by Ordinance 463 on February 13, 2013, and amended by Ordinance 501 on June 8, 2022) makes it unlawful to rent any non-owner-occupied residential unit without a borough license. Section PM-905.2.3 allows a license to be transferred to a person who acquires a licensed unit for the unexpired part of its four-year term, for a per-unit fee set by Council, provided the transfer application is filed with the Code Enforcement Officer and the unit complies with borough codes. The same section states that a license terminates upon failure to apply for its transfer within 30 days of the date of sale or transfer of ownership. Licenses run four years and no fee is refunded to an owner who sells. Put the transfer application on the post-closing checklist for every investor purchase in Mansfield.
A Wellsboro short-term rental buyer must file a new conditional use application
Section 27-1522 of the Wellsboro Borough Code (Ordinance 688 of June 4, 2018, amended by Ordinances 716 and 717 of November 18, 2024) allows short-term rentals only as a conditional use in the RR Rural Residential, CB Central Business, and HC Highway Commercial districts. On a change of ownership, the section requires the change to be submitted to the Borough within 14 days of the ownership change, with a statement by the new owner of intent to continue or discontinue the short-term rental use, and a new owner who wishes to continue must submit a Conditional Use Application. The section also states that the property owner shall be a full-time resident of the subject property during the short-term rental. Registration costs $450 initially and $250 at each annual renewal, with renewal documents due by January 15, and the owner must supply an initial building inspection and a current Certificate of Occupancy each year. A buyer underwriting a Wellsboro purchase on nightly rental income needs to know before the inspection period ends that continuing the use takes a new application and that the owner residency rule applies.
Clean and Green needs 30 days notice to the County Assessor before conveyance
The Tioga County Assessment Office publishes a Notification of Conveyance form for land enrolled under Act 319, and the form states that the current landowner must provide the information to the County Assessor 30 days prior to any proposed transfer, split-off, or separation of enrolled land. The form asks for the current and proposed owners, the tax parcel number, the enrollment date, the acres being conveyed, and the proposed use, and it is returned to the Assessment Office at 118 Main Street, Wellsboro. The same office publishes the Act 319 rollback appeal form. On any farm, woodlot, or large-acreage listing, ask about enrollment at listing and get the notice sent before the file is under contract, because 30 days is longer than many cash closings.
Tax Claim Bureau will not quote figures by phone, and certified amounts cost $5.00
The Tioga County Tax Claim Bureau states that it no longer gives tax information by phone unless the caller is the property owner. Information is given by written request, and where certified amounts are needed the fee is $5.00. Checks or money orders for delinquent taxes are payable to Tioga County Tax Claim Bureau. The Bureau is at 118 Main Street, Wellsboro, PA 16901, phone 570-724-9219, open 9:00 to 4:30 Monday through Friday. Send the written request as soon as title shows a delinquency, because a phone call from the title office or the agent will not produce a payoff figure.
No personal checks and a 3:45 p.m. recording cut-off
The Tioga County Recorder accepts cash, money order, or business check only and does not accept personal checks. Recording for the day ceases at 3:45 p.m.; documents delivered later are accepted but recorded the next business day.
