The PA DCED 2026 local tax register shows 0.5% municipal and 0.5% school district for 26 of the 28 municipalities across the Wayne Highlands, Western Wayne, Wallenpaupack Area, Forest City Regional, North Pocono, and Susquehanna Community school districts. The Recorder's published document requirements are the gate. Every document must show the municipality, county, and state where the property is located, and the acknowledgment must carry the county, state, date, the person or corporate officers appearing, and the notary signature, a clear and legible stamp, and the expiration date, or it is treated as defective. Deeds, mortgages, and assignments need a signed certification of the address, with zip code, of the grantee, mortgagee, or assignee. The written amount of consideration on a deed must match the numerical amount. Transfer taxes or a fully completed Statement of Value must accompany every deed. A deed that is taxable in more than one municipality must state the percentage in each, and that deed cannot be e-recorded: the Recorder requires a paper submission for deeds taxable in multiple jurisdictions and for subdivision plans. Faxed copies, emailed copies, and reproductions are not accepted, documents may not exceed 8.5 by 14 inches, a re-recorded document must be re-signed and re-acknowledged, and multiple documents in one transaction must be numbered in recording order.

Short-term rental permits in Lake, Salem, and Paupack Townships do not pass to the buyer

Three Wayne County lake townships state in their ordinances that the short-term rental permit ends with the seller, so an investor buyer cannot rent on the strength of the seller's permit the day after settlement. Lake Township Code section 340-7G(1), in Chapter 340 as adopted September 6, 2022 and amended in its entirety March 7, 2023, states that the permit is personal to the owner identified in the application and does not run with the property, and the new owner must apply for a permit prior to renting the property. Salem Township Code section 80-8G(1), in the article adopted by Ordinance No. 81-2023 and effective March 29, 2023, uses the same language. Both townships add that the new owner is entitled to a permit provided the new owner complies with the article. Paupack Township Ordinance 2023-61, adopted August 10, 2023 and amended July 25, 2024, states in section 61-11 that permits are not transferable: when the property is sold the new owner must submit a new application, and must go through the Conditional Use process if the property is in the R1 or S1 District. All three townships tie rentals to the septic system. In Lake and Salem the number of bedrooms rented on an on-site system may not exceed the bedrooms approved on the sewage permit, and Paupack requires proof that an on-site system was serviced or pumped annually with each renewal. Budget for the fees as well: the Paupack Township 2026 fee resolution, adopted January 5, 2026, sets the Short-Term Rental Fee at $1,200.00, and the Salem Township application packet, an undated packet that dates from the 2023 registration, lists a $400.00 township application fee plus a $600.00 license fee payable to its third-party administrator, so confirm the current Salem figures with the township. In Lake and Salem the renewal fee is due by February 15, doubles after that date, and the permit is void if unpaid by May 1; Paupack registrations are due by March 31 with a 20% late fee.

Honesdale wants the rental license transfer filed 10 days before ownership changes

Honesdale Borough Code Chapter 163, Rental Property, adopted May 18, 2006 by Ordinance No. 616, makes it unlawful to operate or rent any residential unit in the Borough without first obtaining a license, and the license is applied for annually. Under section 163-5F the license is transferable to a person who acquires the licensed unit for the unexpired portion of the term, provided the application to transfer the license is filed with the Code Enforcement Officer at least 10 days prior to any change in ownership and the unit is in compliance with all Borough codes and ordinances. That makes it a pre-settlement task on any investor purchase, not a post-closing one. Section 163-5C requires an owner who does not live in the Borough or within a 20 mile radius of it to designate an agent who does. Section 163-4B, added December 20, 2018 by Ordinance No. 691, makes the owner schedule an inspection of each unit every time the tenant of record changes, and operating without a license carries a penalty of $100 a day under section 163-9A. Short-term rentals are licensed separately under Chapter 210, Article VIII, adopted November 1, 2021 by Ordinance No. 709: a rental of a dwelling unit for less than 30 days needs a license, and section 210-49 states that licenses are issued only in the name of the owner. Hawley Borough gives a new owner 30 days to report and inspects on every new tenancy

Hawley Borough's long-term rental ordinance, enacted in 2024 to replace Ordinance 2-2018, requires every landlord to apply, pay an annual fee set by Borough Council, and hold a license for each non-owner occupied dwelling unit. Section 4 reaches every buyer, not only landlords: any person who becomes an owner of real estate in the Borough by agreement of sale, by deed, or by any other means must report the Section 3 information to the Borough Secretary within 30 days, and an owner who does not live in Hawley and does not have a tenant, such as the owner of a second home, files an affidavit saying so. The application asks for the number of sewer EDUs paid and the sewer account number, and the Borough Secretary verifies the application with the sewer authority. A landlord who does not live locally must name an agent located not more than 10 miles from the Borough. Under Section 6 the owner must report every new tenancy and the Borough Rental Inspector inspects the premises. The fine under Section 7 is $600.00 plus the Borough's attorney fees and costs, with each day a separate violation. The Borough's forms page repeats the rule in one line: apartments must be inspected if a new tenant is moving in.

Private community resale certificates run on a 10 day statutory clock

Wayne County's lake region is built around private communities. Paupack Township alone reports about 70 residential subdivisions, the two largest being Wallenpaupack Lake Estates and Paupacken Lake Estates, and its short-term rental ordinance expressly leaves the enforcement of community covenants and bylaws to the community association. Where the property is a unit in a planned community covered by the resale provisions of the Uniform Planned Community Act, 68 Pa.C.S. section 5407, the seller must furnish the buyer with the declaration, the bylaws, the rules and regulations, and a certificate from the association. The association has ten days after the unit owner's request to furnish that certificate. The purchase contract is voidable by the purchaser until the certificate has been provided and for five days thereafter or until conveyance, whichever occurs first. Order the certificate the day the agreement is signed, because a late certificate keeps the buyer's right to void alive. Ask the association at the same time whether its covenants allow short-term rentals, since a township permit does not override them.

Assessments were reset to June 30, 2021 values at a 100% ratio

Wayne County completed a countywide reassessment at the end of 2022, and the new values took effect for 2023. The Assessment Office states that assessed values are based on property market values as of June 30, 2021 and that the predetermined ratio is 100%. The county reports that total taxable value rose from $5.9 billion under the prior values, which dated from 2004, to more than $9.26 billion for 2023. For a file this means the assessed value on the county record is meant to equal full 2021 market value, so pull the current bill from the county's online parcel search when you set up tax prorations instead of relying on a figure from an old listing or a prior title file. New construction and demolition permits are sent by the municipalities to the county and trigger a review, and a Change of Assessment Notice carries a 40 day right of appeal from the mailing date on the notice.

Clean and Green enrollment runs through Wayne County Tax Services with a June 1 deadline

The Assessment Office reviews and approves applications for preferential assessment under Act 319, the Clean and Green Act, for eligible agricultural and woodland property. The yearly deadline is June 1 for the following tax year. The county's published procedure sets an application processing fee of $50.00 if the application is picked up at Wayne County Tax Services, 925 Court Street, Honesdale, or $55.00 in advance if it is mailed. Signatures must be notarized and every owner must print and sign clearly, exactly as the name appears on the recorded deed, because the Recorder can refuse an application on which the names are not printed clearly. The recording fee of $18.50 for the first four pages and four names, plus $0.50 per name over four and $2.00 per page over four, must accompany the application, and it is returned if the application is denied.
